Vevay City Council Proceedings – Sep 1867

Proceedings of City Council.

The City Council met at the Court House last Monday night, Isaac Stevens presiding.

G. W. Tinker, having qualified, entered upon the duties of City Clerk.

The committee appointed to visit the business men and taxpayers of the town, and learn their views and wishes in regard to building a grade at the foot of Ferry street suitable for a steamboat landing, reported that all they have seen, with exception of one were in favor of it.

Mr. F. P. Dupraz proposed to lease or rent the grade at the foot of Ferry street, for the term of three years for the sum of one hundred dollars per year, for the purpose of keeping a wharf-boat there. John W. Gray, G. W. Teats, and G. W. Hawthorn, were appointed to enter into a contract with Mr. Dupraz.

The following bills were allowed:

  • James Kincaid, for ten feet of payment on Ferry street, at the mouth of alley between Main and Pike street, $10
  • Charles Sulivan, for removing dead hog, 50 cents
  • R. M. Smiley, for 76 pearch of gravel, $88.67 ½.

A. Stow, Marshal, presented the following bill, which was not allowed: For services during the months of May and June, $71; for the months of July and August, $40.

Vevay Town Trustees Proceedings – 6 Aug 1867

Proceedings of Town Trustees.

The Trustees of this place met at the Court House last Tuesday night—Isaac Stevens presiding.

The Clerk read the minutes of the previous meeting, and called the roll. All present except G. W. Teats.

Wm. Smith, Superintendent of Vevay Cemetery, submitted a report for the five months ending Aug. 1st, from which we learn that the number of internments made in the Cemetery during that time was as follows:

  • March – 3

  • May – 1
  • June – 2
  • July – 3
  • Total – 13

Mr. Smith was authorized to confer with the Supervisors of Road Districts Nos. 11 and 16 in regard to the mud hole at the head of Cemetery lane.

H. A. Downey was employed to revise and compile the Corporation Ordinances.

A. Stow submitted his report as Health Officer, Marshal and Street Commissioner, for the months of May and June, from which we learn that he inspected all the outhouses, streets, alleys and cellars, and had such as required it cleaned and disinfected. During that time he also made seven arrests.

The following bills were allowed:

  • D. Roberts, for painting at Cemetery, $2
  • Perry Raymond, for planting ring-bolt at Ferry street grade, $4
  • W. J. Baird, for printing, $15.75
  • Philip Strain, for work on streets, $4
  • Robert Smiley, for rock for Washington street, $14
  • David Fursel, for removing dead animal, 50 cents
  • Wm. Smith, for three months services as Superintendent of Cemetery, $25
  • A. Stow, for services as Marshal one month, $12
  • O. D. Thompson, for services as Clerk, $25

Josiah Jackman was employed to survey the alley running from Ferry to Liberty street, between Main and Pike.

J. W. Gray and G. W. Hawthorn, were appointed a committee to visit the business men and principal tax payers, and learn their views and wishes in regard to building a grade at the foot of Ferry street, suitable for a steamboat landing.

The Committee on Streets and Landings were instructed to procure one hundred perch of rock and gravel and have spread on the grade at the foot of Washington street.

The Clerk was ordered to send a remonstrance to the County Commissioners, at their next session, against granting the petition of D. Armstrong, A. Thiebaud and others, to have certain streets vacated.

The Marshal was instructed to notify persons who have fenced in streets and alleys, or parts of them, to open them on or before March 1, 1868.

O. D. Thompson, Clerk, resigned, and G. P. Tinker was appointed to fill the vacancy.

Vevay and Moorefield Turnpike Subscribers – Aug 1867

Vevay and Moorefield Turnpike.

Enough money has been subscribed for the building of this road to make its completion beyond a doubt. The distance is about eight miles, and it is estimated that when completed it will cost about $14,000.

The citizens of this place, and farmers living along the route of the proposed road, are under obligations to Capt. Harvey Myers and Robert A. Knox for their untiring exertions in soliciting subscriptions and otherwise working for the success of the road. Mr. Myers has spent about four months time in working for it, besides spending about $50 for traveling expenses. The enterprise originated with him, and from the start he has known no such word as fail, and he will not fail.

Vevay Town Council – 6 Jun 1867

Proceedings of Town Council.

The Council of this place met at the Court House last Monday night—Isaac Stevens presiding.

The Clerk called the roll, and all the Trustees were found to be present excepting R. F. Holder and G. W. Hawthorn.

Thomas H. Downey and others presented a petition, showing that there is on Lots Nos. 40 and 41 in Dufour’s addition to Vevay, a certain frame building now used as a slaughter house; and that the said building, on account of its present use, is a nuisance, causing an unpleasant and unhealthy smell; they therefore asked that the Board would cause the discontinuation of said use of the building, and the cleaning and disinfecting of the same. On motion the Marshal was instructed to remove the nuisance complained of in the said petition.

Thomas H. Downey and others presented a petition, representing that the natural course and channel of the water coming down the brook at the head of Liberty Street is now, and is constantly, being changed, so as to cause the water to run down said street, to the great injury of the property at and near the head of said street, and other parts of the town; and that the water thus flowing causes a pond in said street, which is injurious to persons living near said pond; they therefore asked that suitable embankments be made to prevent said water from running down said street, and otherwise protecting said street from becoming an unwholesome pond, and the punishing of persons changing the course of said water. The President appointed G. W. Teats and J. W. Gray as a committee to examine into the condition of the said street, and have done on the part of the corporation all work that is necessary for it to do.

John G. Anderson, Town Assessor, made his return of the assessment of the personal property of Vevay. It was accepted, and he was allowed an order on the Treasurer for $25.00 for his services.

The following bills were allowed:

  • Wm. Kincaid, for furnishing, breaking and spreading rock on Washington street, $38.20.
  • Perry Raymond, for planting ring bolt post at the foot of Ferry street, $38.20.
  • James K. Pleasants & Co., for lumber and spikes for bridge on Walnut street, $8.56.
  • Samuel Shuff, for building bridge on Walnut street, $2.50.
  • David Fursell, for removing dead animal, 50 cts.
  • A. J. Elder, for work on streets, $8.70.
  • Wm. Smith, for three months services as Superintendent of Cemetery, $25.00.

The Marshall was instructed to wait on James Park, Supervisor of road district number sixteen, and have him fill up the ditch, (made by said Park,) on Main street, near the residence of Enos Littlefield and others.

Mr. Smith having stated to the Council that the tool-house of the Cemetery was not large enough, they authorized him to enlarge it to the necessary size—the work to be done under the direction of the Cemetery Committee.

J. W. Gray and G. W. Teats were appointed a committee to draft an ordinance prohibiting teamsters and others from feeding in the streets, and to designate some place where they may feed.

Vevay Town Council – 16 May 1867

Town Council.
Friday Evening, May 10.

The trustees elect of the town of Vevay assembled at the Court House, and after being qualified by Alfred Rous, Deputy Clerk of Switzerland county, proceeded to business.

The Treasurer, Clerk, Marshal, and Assessor, having filed bonds for the faithful execution of the duties of their offices, were also qualified.

Isaac Stevens was selected President of the Board for the ensuing year, and on taking his seat delivered a short, but pointed and appropriate, speech.

The following committees were appointed:

  • On Finance—R. F. Holder, G. W. Hawthorn, and John Armstrong.
  • On Streets and Landings—M. D. Fuget and R. F. Holder.
  • To ascertain the amount of tax necessary to raise a sufficient revenue for Corporation purposes for the year, 1867—G. W. Teats, J. W. Gray, and R. F. Holder.

A number of bills were presented, which were referred to the Committee on Finance.

Adjourned, to meet on Monday evening, May 13.

 

Monday Evening, May 13.

Board met, Isaac Stevens in the Chair. The Clerk read the minutes, which being correct were approved.

The committee appointed at the previous meeting to ascertain the amount of tax necessary to be levied to yield a sufficient revenue for Corporation purposes, made the following report:

“Vevay, Ind., May 13, 1867.
To the Hon. Board of Trustees of the Corporation of the Town of Vevay:–We, your committee appointed to the last meeting to report the amount of taxes necessary to raise a sufficient revenue for the 1867, would respectfully submit the following: That on all personal and real property within the corporation of the town of Vevay, twenty-five cents on each hundred dollars; on each poll, twenty-five cents; on each dog, one dollar; on each bitch, two dollars and fifty cents.
G. W. TEATS, R. F. HOLDER, J. W. GRAY.”

It was ordered by the Board that a tax be, and is hereby levied in accordance with the recommendations of said committee.

Wm. Smith was re-appointed Superintendent of Vevay Cemetery, and was allowed $100.00 per year for superintending and improving the same, under the direction of a committee appointed by the President, which are as follows: R. F. Holder, G. W. Teats, and J. W. Gray.

J. W. Gray and John Armstrong were appointed a Committee on Printing.

It was ordered that the Health Ordinance, published last summer, be re-published; and A. Stow, the Marshal, be re-appointed Health Officer, to carry out the provisions of the same.

The Treasurer was instructed to retain one hundred and fifty dollars in the Treasury.

No further business appearing the Board adjourned.

Vevay Town Trustees Proceedings – 9 May 1867

Proceedings of Town Trustees.

A meeting of the Trustees of Vevay was held at the Court House last Monday night—Josiah Jackman President.

On motion, the order allowing Alfred Shaw $75 for services as School Trustee was rescinded.

In consideration of $50 Daniel Plew was granted a Corporation License to retail intoxicating liquor.

James Works, Town Attorney, was instructed to bring suit against Mead & Eblin, for failing to fill up holes made by them on Pike Street.

The following Bills were allowed:

  • A. J. Elder, $5.25 for repairing culvert and filling holes on Ferry Street.
  • F. A. Boerner & Bro., $25, for keeping town clock in repair six months.
  • Philip Strain, $25, for repairing culvert on Washington Street.
  • R. F. Grisard & Bro., 50 cts., for removing dead dog.
  • David Versailes, 50 cts., for removing dead animal.
  • Wm. Wintizer, $1, for removing two dead animals.
  • James K. Pleasants & Co., $1.60, for lumber and spikes.
  • W. J. Baird, $19.25, for printing.
  • Wm. Kincaid, $153.33, for stone furnished and spread on Washington Street.
  • Wm. Smith, $7.50, for three months services as Superintendent of Cemetery.
  • Geo. W. Hawthorn, $11.25, for gate furnished and hung at the Cemetery.
  • Josiah Jackman, Wm. Patton, A. P. Dufour, L. F. Works, and Alfred Rous, $2.50 each, for one day’s services as Inspectors, Judges, and Clerks of Corporation election.
  • M. D. Fuget, $12, for one month’s service as Marshal.
  • Alfred Rous, $31, for services as Clerk one year.

The members of the Board allowed themselves $1 per meeting each, for services as Trustees.—Twenty meetings of the Board were held during the year.

Wm. Smith, Superintendent of Vevay Cemetery, presented the following report:

To the Board of Corporation Trustees:–Herewith I submit a report of the expenditures, etc., at the Vevay Cemetery for the year ending May 1st, 1867:

  • For Fencing and Repairing, $219.92
  • For Superintendent, Grubbing, and Cleaning, as per agreement per year, $60.00
  • Total: $279.92

I have received payments as follows:

  • From Corporation Trustees, $219.25
  • From one lot, $1.50
  • From various individuals, $23.10
  • Total: $246.12

Expenditures over receipts, $33.80

The following bills are due and payable, as per agreement:

  • To G. W. Hawthorn, for New Gate, $11.25
  • To me on Salary, three months, $7.50
  • Total: $18.75

Deficit, $15.05

Note.—Of those buried as stated above three were drowned bodies caught in the Ohio river, and four were from the country.

The Board returned their thanks to Mr. Smith, for the able manner in which he has discharged his duties as Superintendent of the Cemetery, and recommend the new Board to re-appoint him to that position. He was allowed an order for $15.05 balance due him, as shown in above report.

No further business appearing, the Board adjourned sine die.

Vevay Town Council – 11 Apr 1867

Proceedings of Town Council.

Monday Evening, April 1.

Council met in the Court House—Josiah Jackman presiding.

A. Rous, Clerk, read the minutes, which being correct were adopted.

The President appointed a committee to examine the condition of the grade at the foot of Washington street.

Alfred Shaw, Charles G. Boerner and F. J. Waldo were appointed School Trustees.

The following bills were allowed: E. R. Mullet, for one year and seven months services as School Trustee, $25.

M. D. Fuget, for services as Marshal four months, $60.

 

Monday Evening, April 8.

After the reading of the minutes, the Committee appointed to examine the condition of the grade at the foot of Washington street made their report. They calculated that it would take from 150 to 200 perch of rock to put the landing in complete repair; and taking into consideration the present condition of the Treasury, they did not deem it expedient to repair said grade at present.

Alfred Shaw was allowed an order on the Treasury for $75, for services as School Trustee one year and seven months.

R. F. Grisard & Bro. were allowed an order for $3.45 for spades, &c., furnished for the graveyard.

Charles G. Boerner declined to serve as School Trustee, and John Dickason was appointed to fill the vacancy.
