Commissioners’ Court.

Below we publish the proceedings of the Board of Commissioners, at their June term:

Retail licenses were granted to the following named persons: F. Volz, Henry Rief, George Kiefel, Joseph Bartholome, Jacob Pfalzgraf, J. Siemantel, Fred Block, Adam Kastner, Mike Klein, W. J. Burton, Emanuel Eller, Geo. Siemantel, G. P. Vogel, Peter Pfalzgraf, George Oswald, and L. Rudolph.

Grand Jurors appointed for the September term of Circuit Court: Ezra G. Hayes, Francis Winters, Wm. H. Baker, Jona. Runnels, R. Langdale, Jos. Sherbaugh, Ayres Bramble, Ernst Huseman, G. C. Columbia, Henry Miller, D. W. C. Wilber, L. M. Foulk.

For March term, 1871: Bryant Connelly, J. B. Hollowell, Elias Chisman, J. F. Geyer, W. C. Buffington, Charles Lods, G. M. Nevitt, Nathan Elliott, Peter Geyer, S. B. Sanks, W. C. McClure, S. F. Bruce.

Inspectors of Elections: St. Joseph Precinct—Jos. Stenger; New Alsace Precinct—Anthony Blattner; Lawrenceville Precinct—Casper Bauman; New Lawrenceburgh Precinct—Gideon Renner; Cochran Precinct—J. L. Giegoldt.

The following persons were appointed as viewers to view a road as petitioned for by C. R. Campbell and others, in York township: D. Frazier, J. W. Grubbs and L. D. Leming. Time of making the same, Aug. 20th, 1870.

A petition was presented, signed by Ralph Collier and others, asking for the vacation of a certain road in Manchester township. There being no remonstrance, the road was ordered vacated.

J. Miller, J. Ewing and M. Bell were appointed to meet August 20th, 1870, to view a road in Clay township, petitioned for by J. L. Mathews and others.

W. H. Swales, A. J. Alden and L. M. Pritchard were appointed visitors to the county Asylum.

The following M.D.’s were appointed physicians for the townships named: Jackson—Dr. Perry Fermier; Hogan—Dr. J. B. Stewart; Centre—Dr. Geo. Sutton.

The plans and specifications for a new Court House, to be located at Lawrenceburgh, were received and accepted.

The rate of taxation for 1870, for county purposes, was fixed at 60 cents on the $100.

The report of the viewers appointed to assess damages, occasioned by the opening of a certain road in Hogan township, was received. Damages assessed as follows: D. Kerr’s heirs, $125; Joshua Brewington, $100.—The amount was allowed, and the road ordered to be opened.

Proceedings of the County Commissioners.

We are indebted to Myron Haines, Esq., Deputy Auditor, for the following abstract of the proceedings of the Board of Commissioners of Dearborn county, Indiana, at their June session, 1869:

The Board met on Monday, June 7, with the Appraisers and Deputy Appraisers of Real Estate for the county, forming the Board of Equalization, and remained in session as such, during four consecutive days. After adjusting individual grievances, the said Board reduced the appraisement of lands in the following townships, as follows: Clay, fifteen percent; Hogan, 10 percent; Lawrenceburg, five percent.

The following additions were made to the returns made in the following townships respectively: Sparta, ten percent; Manchester, five percent; Miller, five percent; Logan, five percent; Centre, five percent.

On the 11th day of June, the Board of Equalization having adjourned, the Commissioners commenced the work of the regular session.

Bills were allowed, and licenses granted to the following persons, to retail spirituous and malt liquors: A. Schulze, George Siemantel and John Siemantel.

The Board met, June 12th, and after making a large number of allowances, granted licenses to retail spirituous and malt liquors, to the following person: Frank Voltz, Henry Rief and Michael Klein.

The Board heard the petition of William Ewbank and others, for a highway, to be located in Miller township; granted the prayer of said petitioners, and appointed viewers, as provided by law.

The Board met, June 12th, and after making allowances, granted licenses to retail spirituous and malt liquors, to Jacob Pfalzgraf and Emanuel Eiller.

Appointed Pierre Fermier, Physician to the indigent of Jackson township, for one year.

Appointed Charles Briggs, of Kelso, John Andregg, of Lawrenceburgh, and Martin Trester, of Washington, as visitors to County Asylum.

They also appointed the following Inspectors of elections, for the precincts of the county:

  • St. Leon, Joseph Steuger
  • New Alsace, Anthony Blattner
  • Lawrenceville, Casimer Barrman
  • New Lawrenceburg, Gideon Renner
  • Cochran, John L. Giegoldt

The Board met June 15th, and granted license to retail spirituous and malt liquors to Andrew Kreitlein; then considered the petition of William Smith and others, for change in a public highway, in Miller township, granting the prayer of said petition, and appointing viewers, according to law.

The Board also heard the petition of Nelson Handy and others, for the laying out and establishment of a certain highway in Harrison township, granted the prayer of said petition, and appointed viewers, according to law.

Also, heard the annual report of the County Auditor, and approved the same, and ordered the same recorded and published.

Also, granted retailer’s license to Peter Pfalzgraf.

Appointed N. S. Givan, School Examiner, to serve three years, as provided by law.

Allowances were made on bills presented.

The Board met June 16th, and levied the following tax for county purposes: On each $100, taxable, sixty cents; on each taxable poll, fifty cents.

Appointed J. B. Stewart, physician to the indigent persons of Hogan township.

Appointed A. J. Bowers, physician for indigent persons of Sparta township.

Made allowances on bills.

Received the report of the County Treasurer, approved the same, and ordered the same to be entered of record. The business of the session being completed, adjourned.

Dearborn County Commissioners Proceedings – Mar 1867

Proceedings of the March Session of the Dearborn County, Indiana Commissioners appeared in:

County Commissioners’ Court.

The Board of County Commissioners met on the 4th of March, in regular session. Present—Charles Briggs, President; Francis Buffington and Frederick Souders. An order was passed establishing a road, petitioned for by Isaac Ramer and others, in Caesar Creek township. Dr. Wilson H. Swales was appointed physician for the ensuing year for the indigent persons of Logan, Miller, Kelso, and Harrison townships. Retailer’s license was granted to Louis Vite, in Dillsborough. Dr. Henry C. Vincent was appointed to render medical assistance to the indigent persons of York township during the ensuing year. A petition presented by Joseph Hall and others for the location of a certain road in Manchester township, was received and viewers, viz: Thomas Harrison, James Aiken and Samuel M. Kennedy, were appointed to make the view on the 20th day of April next. Remonstrance was filed by Joseph Vaughn and others. Drs. T. H. & F. H. Sale were appointed to render medical assistance to the indigent persons of Clay township. Dr. T. M. Kyle was appointed physician to the County Asylum and indigent persons of Manchester township for the ensuing year. License was granted to Tobias Heimberger and Peter Koehler to retail in Aurora during the ensuing year. Rowland Terrill was appointed Superintendent of the County Asylum during the ensuing year. An order establishing the rates of ferriage across the Ohio river was passed. Dr. Carl G. Walter was appointed physician to Lawrenceburg township. Dr. George Sutton was appointed in like manner for Centre township. The petition of O. F. Cloud and others for the vacation of a certain road in Logan township was accepted, and viewers appointed, as follows: Samuel Freeman, Azel Hauk and L. D. Lemon, to meet and make the view on Saturday, April 13th. The petition of N. L. Isgrigg and others, for the vacation of streets and alleys in Moore’s Hill, was received, and prayer of petitioners granted. The viewers appointed to locate a road in Clay township, as petitioned for by F. H. Sale and others, reported the same of public utility, which was accepted. Remonstrated by Wm. B. Miller, and damages claimed. Reviewers appointed to assess damages, viz: Noah C. Durham, John D. Johnson and Robert H. Givan, to meet and make the said view on Saturday, April 13th. The report of John F. Cheek, of fines and forfeitures collected by him as Clerk of the Common Pleas and Circuit Courts for the year ending January 1st, 1867, amounting to $1,392, was presented and accepted. Numerous claims were acted upon, when the Board adjourned.

A special session of the Board was held Thursday, March 21st, for the purpose of hearing the petition of Hanson D. Moore and others for the incorporation of Moores Hill as a town. The petition was accepted, and the election ordered to be held on Saturday, the 13th day of April, by the legal voters of said village, for the purpose of deciding whether the same shall be incorporated or not.

The Board adjourned to meet on Saturday, March 30th, for the purpose of appointing Registry Clerks for the several township of the county, as provided for by the law of the recent Legislature.

Summary of the Proceedings of the Board of Commissioners.
DECEMBER SESSION, 1866.

The Board met on Monday, December 3d, at 10 o’clock, A.M.; present Anderegg, Briggs, and Buffington, and Commissioners. Fredrick Sauders Commissioner elect from 1st District, appeared after being duly qualified, entered upon the duties of his office, John Anderegg retiring.

Warren Tebbs Jr., Trustee of Harrison Township, presented his resignation, and filed his report; accepted, and Jacob B. Hollowell appointed to fill unexpired term.

Report of viewers appointed to mark and lay out road in Caesar Creek Township as petitioned for by Isaac Ramer, et als, presented and accepted. Road ordered to be open, J. F. Leucking et als, remonstrate and appeal to the Circuit Court.

Report of reviewers appointed to assess damages in Road case, as petitioned for by J. L. Blasdel et als, York Township, presented, and dismissed on account of excessive damages; appealed to Circuit Court.

Petition presented, signed by James C. Vinson et als, for change and relocation of a road in Clay Township; George Wilson, et als, remonstrate; sustained and petition dismissed.

Petition presented, signed by F. H. Sale, et als, for the appointment of viewers to locate a road in Dillsboro to the Ohio & Mississippi Railroad, accepted, and John P. Walker, George W. Baker and Alexander Hunter, appointed as viewers, to meet at the justice office of Alfred Suits, in Dillsboro, on Saturday, December 29th, 1866, to make said view.

Survey ordered to be made, for the right of way through the lands of Warren Steele, Logan Township, for the road leading from Logan Creek to Harrison, and $75 allowed as damages for said right of way.

Petition presented by Ralph Collier, et als, for the appointment of viewers to locate a road in Manchester Township, dismissed, on account of insufficiency of notice.

Petition presented by N. L. Isgrigg, et als, for the vacation of certain streets and alleys, in Moores Hill, accepted, and further hearing postponed until next session.

License to retail Spirituous Liquors for one year granted to Nicholas Garnert, Joseph Schwartz, Joseph Rechtel, E. Braunagle, and Henry Pellman.

Allowed numerous bills on account of various expense of County, and there being no further business for the consideration of the Board, they adjourned on Saturday, December 8th, 1866, until next regular session.

Switzerland County Commissioners – Feb 1901

County Business.

Thomas Land, Walter Lock and C. C. Morrison, County Commissioners, met in regular session last Monday, adjourning Tuesday.

J. P. Orem, County Treasurer, reported payment of Bond No. 2, Free Gravel Roads in Cotton Township; $329.00. Alos payment of interest coupons on above bonds no. 2 to 4; (inclusive) $7.41 each. Bond and interest coupons cancelled by Board. Also for Free Gravel Road Bonds in Pleasant Township, 1 to 6–$500 each; No. 7, $130. Also payment of interest coupons, 54 at $25 each, and 6 at $6.50 each. Also for Free Gravel Road in York Township (Dorrell Road) payment Bond No. [?], $500, and 10, $152. Payment interest coupons; 6 at $25 and 6 and $7.60. Scott Road, payment Bonds 5 to 7 (inclusive) $500 each, and 8, $377. Interest coupons; 27 at $25 and 9 at $18.75. Also Free Gravel Roads in Jefferson Township; payment Bonds Nos. 18 and 19, $500 each, and No. 20, $4.50. Interest coupons; 17 at $25 and 6 at $22.50.

The County Auditor reported the following bonds and interest coupons outstanding and past due: [See newspaper.]

Wm. B. Streeter, State Agent Board of Charities, was given permission to take away from the County Orphan Asylum and place in homes the following children: Hester Courter, Nora Boggs, Pearl Boggs, John Taylor, and Bert Vandever, and that Claudie Wright would be removed later. That homes should be found for the Beatty children and Glenn Vandever, among their relatives without expense to the county, or otherwise they would be placed in homes by the State Agent. That application should be made for the admission of Ethel Richards, George Taylor and Daisy A. Smith to the School for feeble minded children. In case Ethel Richard be not admitted to said school for feeble minded, that she be returned to the Orphans Home in this County from the Orphans Home at Plymouth, Illinois.

Switzerland County Commissioners – Jan 1901

County Business.

The County Commissioners, Thos. Land, Walter Lock and C. C. Morrison, met last Monday in regular session.

An inventory of the property at the poor farm Dec. 31, 1900, was filed by Frank Rosenberger and Walter Lock. They also reported the purchase of two calves at $10 each, $20, and 14 pigs for $27. From Frank Rosenberger, 1 ladder, corn planter and molasses faucet for $1.80. All of which was approved.

Harvey Eliott and Edgar Dibble, superintendents of construction of free gravel roads in Posey Township, were ordered to give written notices, before Jan. 25, 1901, to each real estate owner through whose lands any of said roads are laid out, to open up said roads through said lands the required width of said roads, and to remove back all fences to the line of the right of way of said roads.

James P. Orem, Treasurer, presented for cancellation county orders, common and congressional school and permanent endowment fund warrants redeemed by him during past three months; County orders $62,401.66; common school warrants, $3,170.00; congressional school, $999.97; permanent endowment fund, $357.26.

C. V. Thiebaud was awarded contract for supplies for county poor asylum.

Frank Rosenberger was authorized and directed to purchase for county poor farm; half dozen slop pails, 2 padlocks, 1 clothes wringer, 1 galvanized pipe for pump, new smoke stack for furnace, one 50 gallon coal oil tank, half dozen wash basins, 3 door locks, 4 ham straps, 5 joint stove pipe, 2 packages condition powders, 1 boar pig.

W. N. Pattie & Co. was awarded contract to make alterations in Treasurer’s and Auditor’s office for $75.

Tuesday bids were received for books and stationery. M. C. Walden and C. W. Mead bid on 3rd class; Baker & Thornton and W. S. Burford bid on classes 1, 2 and 3. The Sentinel Printing Co. bid on all classes, but totals were not carried out. The Board decided to defer action on said bids until Thursday, Jan. 17th, at 9 o’clock, and requested the county Auditor and county Attorney to figure on said bids and report at said time as to the totals on each of said bids. The board adjourned Tuesday evening.

Switzerland County Commissioners – Jun 1900

Switzerland County, Indiana, Commissioners’ proceedings appeared in:

County Business.

County Commissioners, Shadday, Lock and Land, met last Monday. William Pickett, Patriot; John M. Grammer, William H. Myers, Vevay; William Lukie, Patriot, were granted license to retail liquors. Thomas Picket, Markland, filed an application for license to retail liquors, but a remonstrance was filed and the case will be tried before the Board next Friday, 8th.

The following Election Inspectors were appointed. Township Trustees are Inspectors by virtue of their office:

  • Jefferson Township, precinct 1, Clarence Drake; 2, U. G. Trafelet, Trustee; 3, Harry Knox; 4, Charles McVey; 5, Jos. B. Ramsyer.
  • Pleasant, 1, Jas. N. Neal; 2, Edgar Culbertson, Trustee.
  • Craig, 1, Joseph A. Myers; 2, James Stewart, Trustee; 3, Frank Rosenberger, Sr.
  • Posey, 1, Harve Jack; 2, William Humphrey, Trustee; 3, William S. Lostutter.
  • Cotton, 1, Andrew J. Works, Trustee; 2, Peter Houze.

Some changes were made in places of holding elections, the particulars of which will be officially stated in this paper in the future.

Edwin Hickman declined to act as superintendent of construction of roads nos. 6, 7, 8 and 9 in Posey Township, and Harvey Elliott was appointed to fill the vacancy.

The Board adjourned Monday evening to meet tomorrow, Friday, 8th.

Vevay Reveille – 14 Jun 1900 – Page 4, Column 3

County Business.

The County Commissioners, Thos. Land, Wm. H. Shadday and Walter Lock, held an adjourned term last Friday, 8th.

County officers reported fees collected: Recorder, from March 5th to June 4th, $193; Sheriff, from March 1 to May 31, $168; Clerk, during proceeding three months, $371.34.

It was ordered that Superintendent of Poor Asylum is authorized to employ one hay or wheat harvest hand, at not to exceed $1.25 per day, and one seamstress for not to exceed 40 days between now and Dec. 31st, at 50 cents per day.

In the matter of the application of Thomas Pickett for license to retail liquors in Markland. Remonstrance having been previously filed, the case was herd, many witnesses being examined. The Board granted the license.

County Business.

The County Commissioners met last Monday and contracted for furnishing supplies for the Poor Asylum for the ensuing quarter. Bids for appointment of a Physician for the County Poor Asylum for ensuing year were presented as follows: Dr. H. M. Thiebaud, $124; L. H. Bear, $85; A. A. Stewart, $75; John H. Shadday, $52. Awarded to Dr. Shadday, to include furnishing all medicines, at $52.

Switzerland County Commissioners – Mar 1900

County Commissioners

Met last Monday. The first day Township Trustees presented their reports. Tuesday was spent in miscellaneous business. Yesterday the matter of contracting for building free gravel roads in Posey Township came up. J. E. Williams was the only bidder, $33,000 for constructing the entire system of roads. This exceeded the four cent limit by about $5,00, and for that reason was not accepted. The matter was continued. Yesterday afternoon the Board adjourned until next Monday.
