Switzerland County Commissioners Court – Mar 1871

The Switzerland County, Indiana, Commissioners’ proceedings appeared in:

Commissioners Court.

The Commissioners adjourned last Monday. Among other business transacted, was the following:

Mr. John S. Green was appointed a Constable for Posey Township.

In the matter of location of a road in Pleasant Township, by Wm. Dalgleish and others—viewers reported recommending that the road be opened. After receiving the report, the Commissioners ordered the road to be established 30 feet wide.

John Vanhouton, of Patriot, was granted a License to retail liquors.

J. B. Hastings and Ellenett Philips petitioned for a change of highway, in Jefferson Township. George Hastie, Aaron Miller and Jacob Bosaw were appointed viewers.

Thomas North, John W. Powell and others, petitioned for a change of highway in Posey Township. Continued until next term.

In the matter of George W. Bromwell and others for change of highway, in York Township. Eliaken Stoops, Wm. Huston and John Dowler were appointed viewers.

The following gentlemen were selected as Grand Jurymen, for the May Term of the Circuit Court:

  • Jefferson—Robert A. Knox and Charles Protsman.
  • York—Dempsey Gullion and John Mullen.
  • Posey—Thomas H. Sutton and Elza Abbott.
  • Cotton—Silas R. Potter and William Bocock.
  • Pleasant—Thomas B. McGregor and Wm. Mercer.
  • Craig—Meret H. Brown and Patrick E. Porter.

The following gentlemen were selected as Grand Jurymen for the November Term of the Circuit Court:

  • Jefferson—John Sullivan and Thomas H. Downey.
  • York—John H. Stewart and Thomas Armstrong.
  • Posey—Emer Palmer and Ibzan Jackson.
  • Cotton—Andrew J. Myers and Lorin W. Mallet.
  • Pleasant—Joseph Voris and Benjamin F. Rodgers.
  • Craig—Robert Wakefield and Benjamin Stoops.

James R. Cole was appointed a Constable for Pleasant Township.

In the matter of the petition of B. F. Rogers, Mary Wood and others, for change of highway in Pleasant Township. Wm. R. Cotton, David Scott and Royal Aldrich, were appointed viewers.

In compliance with the new law the Treasurer presented his report, a copy of which was published in our last issue.

Switzerland County Commissioners’ Court – Dec 1870

The County Commissioners are in session. Among other business transacted was the following:

Rodolph McMakin was appointed a Constable of Jefferson Township.

John J. Roberts, Daniel Plew, and Thos. Delaney, of Vevay, Joshua M. Scranton, of Patriot, William J. Ayers and Abraham Gross, of Florence, were each granted License to retail intoxicating liquors.

In the matter of petition of Jordan Wainscott, P. Voris, and others, for change or highway. Road ordered to be established 30 feet wide.

Wm. Dangleish and others petitioned for change of highway.

Jas. Riley, Augustus Welch and Sylvester H. Morrison were appointed viewers, and will report at the next session of the Commissioners. A number of orders on the Treasury were allowed.

County Commissioners.

Among other business transacted by the Commissioners last week, was the following:

Geo. M. Kyle, of Vevay, was granted a license to retail liquors.

In the matter of Christopher Waltz, for private road. Viewers reported $15 damages to Joseph Bosaw, and the road granted.

The Treasurer reported having received and paid County Orders amounting to $19,000.40, during the past three months.

Wm. Dalgleish and others petitioned for road in Pleasant Township. Case continued.

In the matter of Jordan Wainscott and others for change of road in Pleasant Township. Viewers reported and case continued until next term.

The case of Geo. Bramwell and others in York Township for change of road, was continued.

In the matter of Bela Herrick, and others, for change of road in Posey Township, Jas. Huston, Alfred Wade, and J. Vandorin were appointed viewers to report next term.

The Commissioners visited the Poor House for the purpose of inspecting it. They found the inmates comfortable, and the premises in good order.

Switzerland County Commissioners’ Court – June 1870

Commissioners’ Court.

Among other business transacted by the Commissioners of this county at their present session was the following:

Mr. John Weaver, of Craig Township, was appointed Assessor of benefits to lands from the building of Turnpikes—vice Mr. David Cain, deceased.

The Directors of the Allensville, Center Square and Vevay Turnpike Company filed a petition asking for the privilege of constructing a road. Finding that they had complied with the law, the petition was granted. The road will be five miles long, 20 feet wide, 9 feet of which is to be macadamized with 9 inches of metal. The total cost of the roade will be $9.533.77-$5,800.00 of which has already been subscribed. Messrs. David Henry, John Weaver and John P. Stewart were appointed to assess the benefits to lands lying along said proposed road.

Mr. Jacob Bruner, of Patriot, was granted a License to retail liquors.

Messrs. Jordan Wainscott, P. Voris, and others, petitioned for a change of highway. Messrs. U. H. Stow, Wm. Wilson and Geo. Hastie, were appointed viewers.

Messrs. John D. Howard, S. Dehart, and others, petitioned for a change of highway; which was dismissed.

Mr. Christopher Waltz petitioned for a private road. Viewers reported favorable, and Messrs. John Stewart, David Shull and Alexander Kilpatrick were appointed Assessors of damages.

Mr. Ferdinand Luck, of Florence, was granted a License to retail liquor.

Mr. Wm. H. Robinson, of Mt. Sterling, petitioned for a License to retail liquor in Vevay. Dismissed for want of legal notice.

A petition from the North’s Landing and Quercus Grove Turnpike Company was presented, asking that they be allowed to construct a macadamized road.—Granted. The road will be five miles long, and will cost about $2,910.00 per mile. Messrs. David Henry, John Weaver and John Stewart, were appointed to assess benefits.

The County Treasurer reported that during the last three months, ending June 1st, he has redeemed County Ordered amounting to $29,902.40.

The Directors of the Log Lick and East Enterprise Turnpike Co. presented their petition asking that they be allowed to build a macadamized road; which was granted. Messrs. David Henry, John Weaver and Wm. J. Keeney, were appointed to Assess benefits. Length of road, seven miles. Estimated cost, $14,896.09; of which $9,875.00 has been subscribed.

A petition was also presented from the Directors of the Patriot and Quercus Grove Turnpike Co., asking that they be allowed to construct a macadamized road.—Granted. Length of road, four miles. Estimated cost, $12,930.46. Messrs. David Henry, John Weaver, and Lemuel Bledsoe were appointed to Assess benefits.

The County Auditor made a report showing receipts and expenditures of county revenue for the year ending May 31; a copy of which we publish in our advertising columns.

As we go to press, (Wednesday evening,) the Commissioners are engaged in settling with Mr. Wm. Mead for stone work done on the Log Lick Bridge.

Switzerland County Commissioners’ Court – March 1870

Commissioners Court.

Among other business transacted by the County Commissioners last week, was the following:

In the matter of John B. Lamson and others—For change of highway at the mouth of Indian Creek. Change granted, and road ordered to be opened.

In the matter of Wm. Clevenger—Petition for Record of highway. Ordered opened 40 feet wide.

In the matter of Wm. Hulley—Petition for private road through lands of Lewis Rodgers. Road granted, 14 feet wide, on the payment of $200.00 to Rodgers.

In the matter of S. L. Smith, and others—Petition to vacate highway. The Viewers reported against granting it. Case continued.

In the matter of Christopher Waltz—For private road. Wm. R. Cotton, John S. Scofield, and David Scott appointed viewers.

The Indian Creek and Pleasant Grove Turnpike Company were granted leave to extend their Turnpike to the terminus of the west branch of the Vevay, Mt. Sterling and Versailles Turnpike.

John Vanhouten and Aaron Z. Taylor were granted a License to retail intoxicating liquors.

Orders to the amount of $6,885.92 were granted during the past quarter.

The following order was passed in regard to the Log Lick Bridge:

The Board of Commissioners having visited Log Lick Bridge, and having found one of the abutments of said bridge in a damaged condition; and being unable to come to any conclusion concerning the same, in their opinion it is necessary that the stone work of said bridge ought to be examined by competent engineers, or persons accustomed to such work, for the information of the Board. They therefore order that Edward P. Niles, a competent Engineer, (of Jefferson County,) be and is hereby appointed to examine said work, and is authorized to select a competent assistant, one accustomed to stone work of bridges, to assist hi. And that they examine said bridge masonry at Log Lick Creek, in Switzerland Co., Ind., and report under oath whether in their opinion all the work of said bridge has been done in accordance with the contract therefor, and the plans and specifications of George H. Kyle, and the instructions of the authorized Superintendent of said work, and all matters that may conduce to the information of said Board in this matter; and that the examination be made as soon as possible, and their report filed in the Auditor’s Office of said County on or before the next session of said Board.

The Trustees made the following tax levies on each $100.00 for the year 1870:

Switzerland County Commissioners – Dec 1869

Commissioners’ Court—December Term.

The following persons were granted a License to retail Intoxicating Liquors: John J. Roberts and Thomas Delaney, of Vevay; Wm. & John Ayres and Thomas Thatcher, of Florence.

The County Treasurer reported that during the past three months he had received and redeemed County orders to the amount of $14,013.63.

In the matter of Petition for private road, by Stephen Stevens, and others, in Posey Township. Right of way granted, on the payment of $100.00 damages to Wm Cross.

Petition to vacate road, in Pleasant Township, by Joseph A. Hart, and others. Tunis Voris, John Kerr, and Wm. Dalgleish, were appointed Viewers.

Stucy & Melcher were allowed an order for $4012.50 for 170 perch of rock, at $3.75, furnished for Indian Creek bridge.

In the matter of John B. Lamson, and others, for change of highway at the mouth of Indian Creek. L. W. Gordon, David Anshutz and L. F. Works were appointed Viewers.

W. J. Keeney was appointed Assessor of Benefits for Turn pikes, in place of Joel D. Davis, whose term of office has expired.

In the matter of Petition for Private Road, by Wm. Hulley—Edward Abott, James Brown and David Lee were appointed reviewers and assessors of damages.

Mr. W. Winslow, Agent for Z. King, was allowed anorder for $5,320.00, for Iron work of the bridges over Indian, Log Lick, Bear and Hunt’s Creeks.

The Court adjourned yesterday.

The following is a synopsis of business transacted at the June Term of the County Commissioners:

ROADS.

Petition for location of highway in Pleasant Township, by Michael Cole, D. L. Drury, and others. David Henry, W. H. White and John B. Gordon were appointed viewers.

Petition for private road in Posey Township, by S. Stevens, and others. Samuel Stewart, Salem Pocock and Stephen Hicks, were appointed viewers.

Petition to re-locate part of Vevay and Florence road, by Julius McMakin and others. W. J. Keeny, J. P. Stewart and Daniel McCreary were appointed viewers.

Petition for change of highway in Posey Township, by W. J. Keeney and others. Viewers reported and road ordered to be opened thirty feet wide.

Petition to locate road crossing the mouth of Indian Creek. J. P. Stewart, W. J. Keeney and Daniel McCreary were appointed viewers.

Petition for private road, by Wm. Hastie and others. Viewers reported and road ordered to be opened.

SCHOOL FUND.

We learn from the report of the Treasurer that he has $33,000 of School funds now loaned out on mortgage.

PHYSCIANS FOR THE POOR.

The following persons were appointed Physicians for the poor:

  • Posey—W. A. Alcott

ROAD ASSESSORS.

David Cain, Joel D. Davis and David Henry, freeholders of the county, one of whom reside in each of the several Commissioners Districts were appointed Assessors of benefits to lands, under the act “authorizing the assessment of lands for plank, McCadamized and gravel road purposes,” etc.

AUDITOR’S REPORT.

The Auditor presented his annual report, which we publish in fill in another column.

BOARD OF EQUALIZATION.

The Board of Equalization of the Appraisement of Real Estate made but few changes in the appraisement.

ORDERS REDEEMED.

We learn from the Treasurers report that the redeemed orders to the amount of $31,113.52 during the three months ending May 31, 1869.

CONSTABLE APPOINTED.

Mr. W. H. Stevens was appointed a Constable for York Township.

Commissioner’s Court.

Among other business transacted at the recent term of the Commissioners of this county, was the following:

Mr. William Cunningham was qualified and took his seat as Commissioner from the Second District, vice Jacob R. Harris, whose term of office has expired.

Wm. Hully, of Pleasant Township, presented a petition for a private road passing through the land of Mr. Lewis Rodgers. David Henry, Charles Ryan and John Archer, were appointed viewers, and will report at the next term.

In the matter of the petition for a road in Pleasant Township, by Michael Cole, D. L. Drury, and others. Viewers reported favorable, and the road granted.

Mr. Geo. H. Kyle, of Vevay, was granted a license to retail intoxicating liquors for one year.

In the matter of petition to relocate part of the Vevay and Florence road, by Julius McMakin, Joseph Bosaw, and others. Report of Viewers unfavorable, and the matter dismissed.

In the matter of the petition to relocate road and bridge at the mouth of Indian Creek, by J. D. Lamson, and others; ordered that the road be granted, to be laid out thirty feet wide.

In the matter of the petition by Stephen Stevens, and others, for private road in Posey Township, Edward M. Cheever, Wm. Stewart and Henry Wallick, were appointed reviewers.

The Treasurer redeemed County Orders, during the last quarter, ending August 31, 1869, to the amount of $1,529.37.

A number of orders were allowed.

The Pauper expense, including that of the Poor House, during the three months ending Sept. 1, was $827.05.

Switzerland County Commissioners Session – Dec 1868

The Switzerland County Commissioners’ December 1868 Session report appeared in:

At the recent session of the Commissioners of this county, the following, among other business, was transacted:

John J. Roberts and Eli Schoonover, of Vevay, and Calvin H. Edrington, of Florence, were each granted a license to retail intoxicating liquors.

The office of Trustee of Jefferson Township was declared vacant, John J. Paul having left the county. John S. Scofield was appointed to fill the vacancy.

It was ordered that the election precinct in Jefferson Township in which the place of voting is Jacksonville, shall include that part of the Township embraced in the following section of land, and no more, to-wit: Sections 16, 17, 18, 19, 20, 21, 28, 29 and 30 in town 2, range 2 west, and sections 13, 14, 15, 22, 23, 24, 25, 26, and 27, in town 3, range 3 west; that all voters residing in said sections shall hereafter vote and Jacksonville precinct, and all voters outside of said sections shall vote at Vevay.

It was also ordered that the election precinct in Posey in which the place of voting is Quercus Grove, shall include that part of said Township embraced in the following sections of land, and no more, to-wit: Sections 28, 29, 30, 31, 32 and 33, in town 3, range 1 west, and sections 4, 5, 6, 7, 8, 9 and 16, in town 2, range 1 west, that all voters residing in said sections shall hereafter vote at said sections shall hereafter vote at said sections shall hereafter vote at said Quercus Grove precinct; and all voters outside of said sections shall vote at Patriot.

The following gentlemen were appointed to constitute a Board of Registery for the several Townships:

  • Jefferson—James Brown, Allen Markland and Isaac Stevens.
  • York—Lemuel Bledsoe and Daniel McCreary.
  • Posey—J. D. Davis, Thomas Sutton and Bella Herick.
  • Cotton—Ben. L. Simons and Wm. Smock.
  • Pleasant—James P. Marsh and Dillard Drake.
  • Craig—Samuel Porter and P. Cotton.

Switzerland County Commissioners’ Court – Dec 1867

Proceedings of Switzerland County, Indiana Commissioners’ Court appeared in:

Proceedings of the Commissioner’s Court.

The following is a synopsis of the business transacted at the recent session of the Commissioners Court, held in this place:

John J. Roberts was granted a license to retail intoxicating liquors.

Luther M. Hotchkiss, Esq., qualified and took his seat as Commissioner from the 3d District.

A petition, signed by 82 taxpayers, was presented, asking that a bridge be built across the mouth of Indiana Creek, and offering as an inducement a subscription of $1200.00.

It was ordered that the Assessors of the Vevay and Moorefield Turnpike Company, assess the lands in and one and one-half mile beyond Moorefield; they omitting to do so at their recent assessment, owing to a misunderstanding of the law.

The Treasurer made a statement of the County orders redeemed during the quarter ending Nov. 30, 1867, together with the interest thereon, amounting to $6,564.59; which were ordered to be canceled and burned.

The following persons were appointed to constitute Boards of Registry in the several Townships of the County:

  • Jefferson Township—Jas. Brown, J. S. Scofield, R. F. Grisard.
  • York—Lemuel Bledsoe, Dan’l McCreary.
  • Posey—Wm. Stewart, Jas. H. Merit, I. Humphrey.
  • Cotton—B. L. Simmons, A. J. Works.
  • Pleasant—Jas. P. Marsh, David Henry.
  • Craig—Samuel Porter, Perry K. Cotton.

In the matter of Philip A. Bettons and others petitioning for a change of the road leading from Vevay to Florence, it was ordered that said change be made, and the road opened, according to the report of viewers—to be 40 feet wide.

It was ordered that the Court House and public square be under the control of the Auditor, who was ordered not to permit the Court Room to be used for any purpose, except regular Courts, for a less sum than $5 per day.

It was ordered that hereafter the sessions of this Court be held in the room now occupied by the Sheriff.

Switzerland County County Commissioners’ Proceedings – Sep 1867

Proceedings of County Commissioners.

The following is a synopsis of the proceedings of the recent session of the County Commissioners, held in this place:

The Vevay and Moorefield Turnpike Company presented their petition, asking the Board to appoint Assessors, &c. Percy Rous, David Lee, and Asa Newton, were appointed to assess the benefits of said road, within one and one half miles of the proposed route. The Company was authorized to locate said turnpike on any highway leading from Moorefield to Vevay.

James Downey and others presented a petition for a road. After hearing the report of viewers, the Board ordered said road to be established.

A license was granted George H. Kyle to retail liquors.

John G. Cotton applied for license to sell liquors, but the Board refused to grant it.

The petition of Wm. K. Brinson, and others, for road was dismissed.

The petition of Joseph Stoops for road was also dismissed.

Petition of Florence and Quercus Grove Turnpike Company.—James H. Banta, James Brown, and David Henry, were appointed assessors to assess the benefits to owners of property within one and one-half miles of said turnpike. The company is authorized to locate said road over or across any highway within the line of construction of said turnpike road.

Petition of James Downey, and others, for road.—Case continued.

Prof. R. F. Brewington was appointed County Examiner.

Petition of C. A. Thiebaud, and others, to vacate streets and alleys in Vevay. Case continued until next term of Court.
