Switzerland County Commissioners – Jun 1874

The Switzerland County, Indiana, Commissioners’ proceedings appeared in:

Commissioner’s Court.

The Board met at the Court room on the 1st. W. M. Patton, Phillip A. Bettens and William Gibbs, Commissioners, and William Patton, Auditor, and Francis A. Jackson, Assessor; were appointed and organized as a County Board of Equalization for the year 1874.

The County Assessors having filed their assessment papers and books with the Board, and no complaint having been made, the Board adjourned sine die.

The Commissioners’ Court was then convened; and the following business disposed of:

Alfred Stow was allowed $300.00 for painting outside of the Court House.

F. M. Griffith was allowed $71.55 for services as School Examiner.

James McHenry was allowed $115 for services as Deputy Assessor for Cotton Township.

Joseph N. Jackson was allowed $135 for services as Deputy Assessor for Posey Township.

James M. Dyer was allowed $153 for services as Deputy Assessor for Jefferson Township.

F. A. Jackson was allowed $200 for services as County Assessor for the year 1874.

Doctor J. Cole was appointed Constable for Posey Township.

John H. Cotton was allowed $541 for keeping paupers at County Asylum.

John Chatelin was allowed $175 for Coal furnished to the Court House.

In the matter of the petition of William Henry and others, in reference to highway. Charles Markland, Alfred Tapp; and Abner Gates appointed viewers.

In the matter of the petition of Israel Warner and others, to have highway ascertained and entered of record. The Board ordered that said road be laid out and entered of record.

June Term, 1874.

Petition of Percy Rous and others, for change of highway at Shull’s Hill. Change granted.

Petition of F. M. Rous and others, for vacation of highway. John R. S. Smith, John McHenry and Philander Morrison appointed as viewers, and ordered to meet at Esquire Lee’s office on the 5th day of August, 1874.

County Orders redeemed by the county Treasurer during last three months, $20,841.92.

Petition of Joseph M. Miller to establish a public ferry across the Ohio river at Florence, Ind. Ferry granted.

The following is a list of Physicians and Surgeons appointed to attend and furnish medicines to paupers and poor persons in the county for the coming year:

  • Dr. T. J. Griffith for Jefferson and Craig Townships, Pauper Asylum and prisoners in county jail, for which he is to receive $150.00.
  • Dr. B. F. Frank, York Township, $34.
  • E. M. Cheever and R. A. Johnson for Posey Township, the former to receive $25, and the latter $45.
  • J. W. Vanosdol for Cotton, at $40.
  • P. C. Holland for Pleasant, at $40.

Petition of Lewis Schroeder and others, for location of highway at Norisez Landing. The reviewers appointed at the March Term assessed U. P. Shenck’s damages at $50. The report was approved by the Board and the read ordered to be opened. Mr. Schenck was allowed an order on county Treasurer for his damages.

The following is the rate of tax for raising County Revenue for the year 1874:

For each one hundred dollars in real estate and personal property, fifty cents.

For the purpose of Pauper Revenue ten cents on each one hundred dollars.

Alfred Stow was allowed $87.50 for extra paint put on Court House.

Maj. Wm. Patton, allowed $300 for services in footing up tax duplicate.

John Armstrong, Sheriff, allowed $315.25 for boarding prisoners in county jail.

Indiana Sentinel Company, allowed $92.80 for books and stationery.

Braden & Burford, publishers, allowed $180.75 for books and stationery.

Maj. Wm. Patton, allowed $35 for 7 days services attending Court at June Term, 1874.

Commissioners allowed each $35 for 7 days services at June Term ’74.

Board adjourned, June 10, sine die.

Switzerland County Commissioners – Mar 1874

The Switzerland County, Indiana, Commissioners’ proceedings appeared in:

Commissioners’ Court.

After remaining in session one week the County Commissioners adjourned last Saturday evening. Among the business transacted was the following:

The Township Trustees made their reports.

A petition was presented asking for change of road on Shull’s hill. John Gill, R. A. Knox and Wm. R. Protsman were appointed Viewers. To meet at the Auditor’s office on the 11th day of May.

David Lee and others petitioned for change of highway in Cotton Township. Granted.

Geo. H. Heady, and others, petitioned for vacation of road of Pleasant Township. Granted.

Israel Warner, and others, to have road ascertained, described, and entered of record. (“Donahue road,” in Posey Township.) Geo. H. Keeney was ordered to make survey on the 11th day of May. Appeal taken by John Higham to Circuit Court.

Allensville, Center Square and Vevay Turnpike Co. asked to have omitted lands assessed. Not granted. Co. appealed to Circuit Court.

Lewis Schroeder, and others, petitioned to have road located at Norisez Landing. Viewers reported favorable. U. P. Schenck objected, and asked that re-Viewers be appointed. Frank R. Dufour, Julius Muret and Constant Golay were appointed. To meet at the Auditor’s office May 4th.

During the past quarter County Orders were paid amounting to $9,473.11, which were cancelled and destroyed.

The following persons were selected to act as Grand Jurors for the March Term of the Circuit Court:

  • Jefferson Township—John J. Miller and John M. Dodd.
  • York—Edward B. Goddard and James McFadden.
  • Posey—George Dibble and Aribert N. Buck.
  • Cotton—Wm. Evens and Henry A. Likely.
  • Pleasant—Wm. J. Adams and Wm. Folk.
  • Craig—Wm. Anderson and Wm. R. Heath.

The following persons were selected as Grand Jurors for the October Term, 1874:

  • Jefferson—Benjamin F. Montanye and John Tague.
  • York—Geo. P. Krutz and Daniel S Boyd.
  • Posey—John D. Mottier and Henry Wollock.
  • Cotton—Jonathan David and Lyman N. Manser.
  • Pleasant—James M. March and David Blodget.
  • Craig—Even D. Miller and Henry Turner.

The business of general interest, that was disposed of during the term, is reported as follows:

Michael Orem was appointed special constable for Craig Township.

In the matter of the petition of Thomas Delaney, for a permit to sell liquors, etc., Dismissed at petitioner’s cost.

In the matter of the petition of William S. Twineham, et als., for location of highway. Petition dismissed at petitioners’ cost.

In the matter of the petition of Lewis Shroeder, et als., for location of highway. Edward Abbot, Royal Aldrich and John Stewart appointed as viewers.

In the matter of the petition of George H. Heady, et als., for location of highway; continued until next term.

In the matter of the petition of the Patriot and Barkworks Turnpike Company, for assessments of omitted benefits. Dismissed at petitioner’s cost.

In the matter of the petition of David Lee, et als., for vacation of highway—viewers appointed.

William M. Patton appointed to have a coat of paint put on the Court House roof.

It was ordered by the Board that no repairs be made, or articles furnished the Court House or any other County building, except by order of the Judge of Circuit Court or Board of County Commissioners. Bills made contrary to this order will not be allowed by this Board.

Commissioners Court.

Among other business transacted by the County Commissioners at their session last week was the following:

In the matter of the petition of C. W. Bruner—For survey and record of highway in Cotton Township. Granted.

Petition of Geo. H. Heady and others, for change of highway in Pleasant Township. Viewers reported. Report set aside and new viewers appointed as follows: Alnozo Morison, W. J. Gibbs and Enoch Richards.

Patriot and Barkworks Turnpike Co. were permitted to assess lands heretofore omitted. Allen Markland, Samuel Henry and Andrew J. Given were appointed to assess the benefits. They will meet in Patriot on the 15th inst.

The following persons were appointed to act as Constables, to serve one year from the first of November next: Wm. C. Froman, Jefferson Township; Michael Orem, Craig; Thomas J. McKay, Pleasant.

County Commissioners.

Among other business transacted by the Commissioners was the following:

The Township Trustees fixed the rates of Township taxes, and the Commissioners for the County, for the year 1873.

The County Appraiser and Deputies made their reports and were discharged.

Samuel Henry was appointed Assessor of Benefits to lands for Turnpikes, vice David Henry, resigned.

Geo. H. Heady, of Pleasant Township, petitioned for vacation of highway. Percy Rous, Thomas Thompson and David Shull were appointed viewers.

In the matter of the petition of J. W. Christie and others, for vacation of highway, in Pleasant Township.—Granted.

Francis M. Griffith was appointed Superintendent of Public Schools.

Augustus Welch, Treasurer elect filed his bond for $75,000.00, which was accepted.

The Assessments of lands along Log Lick and East Enterprise Turnpike was ordered to be corrected.

Physicians for the poor were appointed.

An iron bridge was ordered to be built over Plum Creek near Center Square. U. H. Stow was appointed to superintend the building of the same.

Proceedings of County Commissioners.

Since our last report the following business has been transacted:

In the matter of the petition of J. W. Christie, Cyrus Demaree, and others—For vacation of road in Pleasant Township. David Henry, C. J. Byan and John Kerr, were appointed viewers, to report at the next session.

The following Turnpike Companies were granted permission to assess such lands as have heretofore been omitted; and the Turnpike Assessors appointed by the County were instructed to do so: Allensville, Center Square and Vevay; Pleasant Grove and Indian Creek Turnpike; Vevay and Moorefield.

The Sheriff was instructed to place a pump in the new cistern in the Court House yard.

Proceedings of County Commissioners.

Among other business transacted by the County Commissioners, was the following:

Madison Mayfield was appointed a Constable.

In the matter of C. W. Bruner and others, for location of highway in Cotton Township, Silas Potter, Samuel B. Hyde and Ovid Potter, were appointed viewers, who will report at the next session of the Commissioners.

William G. Campbell, Thomas Delaney, John J. Roberts and John G. Cotton, of Vevay; and Joshua Scranton, of Patriot, were granted Licenses to retail liquors.

In the matter of the Petition of John Higham and others, for location of road in Posey Township, Wade H. Jack, Henry Dibble and Charles Dibble were appointed viewers, to report at the March Term.

In the matter of the Petition of P. Rumrill and others, for location of highway in Craig Township. Viewers reported and road granted.

County Bonds were ordered to be issued to the amount of $2,500.00.

Proceedings of County Commissioners.

The County Commissioners adjourned last Saturday. Among other business transacted at this Term was the following:

In the matter of James T. Bodkin and others—For change of Highway, in Posey Township. Joel D. Davis, John N. Searcy and Stephen Searcy, were appointed Viewers. To meet on the first of August, 1872.

In the matter of Philip Rumrill and others—For change of Highway, in Craig Township. Constant Golay, H. C. Picket and William R. Protsman, were appointed Viewers. To meet on the 17th of August, 1872.

The Grand Jury visited the County Jail and made the following report as to its condition:–
It is sufficient and safe for the keeping of prisoners; but we do not find the prison in a healthy condition, from the fact that there is not proper and sufficient ventilation; and that the prison is so constructed that prisoners of both sexes are necessarily thrown together, and cannot be kept separated; and that, further, owing to the manner in which the prison is situated in the building the air in the prison is vitiated by it. We have enquired into the matter in which the same has been kept since the last term of the Court, and find that it has been kept in a good, safe and healthy a condition as it could be under the circumstances. We would further state that one of the prisoners complained that there was not sufficient beds furnished to prisoners.—David Lee, Foreman.

In the matter of petition of J. F. Cotton and others for vacation of Highway. Ordered that said road be vacated in accordance with the petition, and report of viewers when the new road is opened.

The Board appointed physicians to attend on paupers and poor persons in the County, as follows:

  • For Jefferson and Craig Townships and the Pauper Asylum—Dr. Jacob W. Thompson, a salary of $150.00 per year.
  • For York Township.—Dr. Benjamin H. Graves, at salary of $50 per year.
  • For Quercus Grove, Voting Precinct, Posey Township.—Dr. Edgar M. Cheever, at salary of $25 per year.
  • For Patriot Precinct, Posey Township.—Dr. R. A. Jameson, at salary of $45 per year.
  • For Cotton Township.—Dr. James Hunter, at salary of $40 per year.
  • For Pleasant Township.—Dr. Philip C. Holland, at salary of $40 per year.

The Board no proceeded to levy the tax for County Revenue, and to maintain paupers and poor persons for the year 1872, to-wit: On each one hundred dollars valuation of real and personal property legally appraised and assessed in said County for the year 1872, the sum of sixty cents, and fifty cents on each poll for county revenue; and on each one hundred dollars as appraised and assessed as aforesaid, the sum of ten cents, as a pauper tax for the maintenance of paupers and poor persons in said County.

The amount of County Orders allowed by the Board during the term for various purposes was $3,000.64.

It was decided not to place the Railroad Tax on the Duplicate.

Samuel Stewart was appointed inspector of elections for Quercus Grove Precinct, in Posey Township.

Proceedings of the County Commissioners.

The County Commissioners closed their March session last Saturday night. Among other business transacted was the following:

In the matter of the petition of George W. Woodruff and others for vacation of highway. The viewers, S. B. Hyde, Silas R. Potter, J. J. McIntosh, reported  in favor of vacating said road.

In the matter of the petition of Wm. S. Twinham and others for vacation of highway. Thomas B. Dow, Jonathan McMakin, Solomon Waldon, viewers, reported that in their opinion said road was not of public utility. Benj. F. Rodgers, filed his objections to said report. The Commissioners sustained the objections of Rodgers, and laid aside the report of the viewers.

In the matter of the petition of John F. Cotton and others, for vacation of highway. John R. Morerod, Francis R. Dufour and Robert A. Knox were appointed viewers, to report at the next session, in June.

In the matter of the petition of Robert Scott and others, for location of highway. Dismissed.

The following persons were selected by lot by the Commissioners to act as Grand Jurors, for the May term of the Circuit Court:

  • Jefferson Township—Edward A. Abbott, John Gill.
  • York—Andrew Givens, Daniel S. Boyd.
  • Posey—Eli Rayl, Samuel Lostutter.
  • Cotton—David Lee, Joseph Clement.
  • Pleasant—George A. Hotchkiss, Joseph Lewis.
  • Craig—Abraham Plunket, Joseph B. Ramsyer.

The following persons were selected as Grand Jurors for the November term of Circuit Court:

  • Jefferson—Zadig Rous, John Bakes.
  • York—Geo. W. Bryson, Simon Beymer.
  • Posey—Benjamin C. Mead, James H. Merrit.
  • Cotton—James H. Campbell, Thomas Turpen.
  • Pleasant—Wm. Dalgleish, John H. McHenry.
  • Craig—Merret McKay, Perry K. Cotton.

In the matter of the petition of Leander Stewart, C. Olmstead, Tunis Voris and others, vacation of highway. Granted.

John Vanhouten, was licensed to retail liquor in Patriot. Volney Peelman was also licensed to retail liquor in Florence.

The County Commissioners

Closed their June session last Tuesday. Among other business transacted was the following:

George Tardy, Perret Dufour, and others of Jefferson Township—Petition for vacation of Road in Jefferson Township. Robert A. Knox, John Gill and Amie Morerod, appointed viewers.

John B. Hastings and others; for change of highway in Jefferson Township—Road granted, and ordered to be made 30 feet wide.

Alfred Dunning, in Posey Township, for private road.—Jacob R. Harris, C. L. Moredock and Charles Dibble were appointed viewers.

Thomas P. North, J. W. Powell, and others, for vacation of highway in Posey Township.—Hiram Mead, Hiram Douglas and Indiana Humphrey were appointed viewers.

George W. Bromwell and others, for change of highway in York Township. Joseph Stewart, David Henry and Adam Lineback were appointed viewers.

A. R. Wells and others, for location of highway in Cotton Township. Not granted.

B. F. Rodgers and others, for location of road in Pleasant Township. Granted, and road ordered to be made 30 feet wide.

Jacob H. Bruner, of Patriot, was granted a license to retail liquors one year.

Ferdinand Luck, of Florence was also granted a license to retail liquors

Thomas J. McKay, was appointed a Constable for Pleasant Township.

Hayden Hayes was appointed a Constable for Posey Township.

The town of Vevay was granted permission to use the cellar under one of the fire proof vaults of the Court House, as a prison.

Will M. Smith was appointed School Examiner for Switzerland County, Vice Prof. R. F. Brewington, who resigned on account of ill health.

During the past three months the Treasurer Redeemed orders to the amount of $48,626.17, of this amount $10,000.00 were County bonds.

Joshua D. Griffith, Treasurer elect, filed a bond of $75,000.00, which was approved by the Commissioners. He takes his office on the first of September next.

Wm. C. Froman, was appointed Constable for Jefferson Township—Vice R. F. McMakin, gone to Texas.

The levy for County Tax for 1871, was as follows, 60 cents on each $100.00 and 50 cents on each poll.
