Switzerland County Commissioners – Dec 1875

The Switzerland County, Indiana, Commissioners’ proceedings appeared in:

Commissioners Court.

Among other business transacted at the recent session of the County Commissioners, was the following:

David Smith was appointed a Constable for York Township.

During the quarter ending Nov. 30, $10,967.02 Orders had been redeemed by the County Treasurer.—Interest on same, $25.07. They were burned in the presence of the Commissioners.

December 7th the Commissioners visited the poor farm. They took an inventory of the bedding in the poor house, and found twenty-two beds, eighty bed quilts, nineteen blankets, and fourteen sheets.

John Gurley was appointed a Constable for Posey Township.

The School Trustees of Patriot made a report, which shows that Oct. 18th they had on hands $1,358.05.

It was ordered that the quarterly allowance to Adrian Wolf for keeping Benjamin Barker, a poor child, passed December, 1874, be withdrawn;  and that if the said Wolf will not keep said Benjamin Barker for nothing that the said child be sent to the poor house.

A large number of orders were allowed, a full list of which we publish in another column.

The following order was placed upon the record, the design of which is to reduce pauper expenses:

“The attention of the Trustees of townships in the county is hereby called to the provisions of section 3 of an act providing for and regulating the relation of master and apprentice, page 431, 1 Gavin & Hord’s Statutes, and also to section 28 of the act for the relief of the poor, page 493, 1 Gavin & Hord’s Statutes, as to the course they should pursue in regard to binding out the children of any pauper supported in whole or in part by the county, or the children of such parents as abandon, neglect, or are unable to support them, so as to relieve the county as much as possible from the increased and increasing expense incident to the relief of the poor, and require that the provisions of said Statutes be complied with in all cases.”

THE COMMISSIONERS.
What They Have Been Doing.

Among other business transacted was the following:

Board of Equalization.

The Commissioners and Township Assessors organized as a Board of Equalization. $1,000 was added to the improvements on U. P. Schenck’s lots in Vevay. $500 was taken off the property of Wm. and Alfred Shaw.—The value of improvements on F. L. Grisard’s lots on the corner of Main and Ferry Streets, were reduced $500.—Taken from the property of Eleanor Thiebaud and G. J. Thiebaud $200 each. The valuation of the property of Tobitha O. Kyle, Henry Todd, Lucy M. Detraz, Wm. Hall and Charlotte Pleasants were each increased $100.

The value of improvements in York Township were increased 40 per cent. The value of improvements in Jefferson Township (outside of Vevay) were reduced sufficient to make the increase in York Township.

 

County School Superintendent.

The names of Rev. T. Warn Beagle, Wm. R. Protsman and Charles J. Robenstein were mentioned before the Board as suitable persons to fill the office of County Superintendent.—Robenstein received two votes and W. R. Protsman one vote. Having a majority of the votes, Robenstein was declared elected.

 

Road Cases.

Petition of J. B. Hastings and others for change of highway. The viewers, Day Lester, Samuel Tague and James B. Morrison, reported favorable. The Commissioners ordered that it be located as recommended, and that it be made 33 feet wide.

Petition of Lewis Schroeder and others, for location of highway.—The viewers, John W. Morrison, Wm. Clevenger, and H. Meyers, reported that the road proposed would not be of practical utility. Not grated. The petitioners to pay all costs.

Petition of Wm. J. Keeney and others for change of highway. The viewers, David Lee, Thomas Armstrong and R. E. Hall, reported that it was not a road of practical utility. The petitioners asked leave to withdraw the petition, which was granted. The petitioners to pay all costs.

Petition of John Bakes, Wm. R. Protsman, and others for change of highway. Benjamin Jain and Henry Tardy remonstrated. Petition rejected. Petitioners to pay costs.

Petition of J. M. Froman and others, for change of highway. John Dowler, John W. Howard and Nicholas Keith were appointed Viewers.

 

Licenses to Retail Liquors.

Henry M. Fallis, Thomas Delany, John F. Doan, Jr., John W. Duncan, Gabriel J. Dalmazzo, of Vevay, Joshua M. Scranton, of Patriot, and Ferdinand Luck, of Florence, were granted Licenses to retail liquors.

 

Treasurer’s Bond.

Francis M. Griffith, Treasurer elect, filed his Bond of $75,000 for the faithful discharge of his duties. Bondsmen: Francis M. Griffith, John N. Searcy, Andrew J. McHenry, Joseph M. Clements, Ebenezer Phillips, D. Armstrong, David Dyer, Sr., Wm. Culbertson, John W. Powell, Thomas Sigman, J. D. Griffith and George W. Bryson.

 

Tax Levies.

The Township Trustees asked for the following tax levies for 1875:

Jefferson Township—Benjamin N. Davies, Trustee.
Township tax, 3 cents on each $100 valuation.
Special School, 40 cents and 50 cents on each poll.
Road tax, 5 cents.

York Township—John H. Daubenheyer, Trustee.
Township tax, 8 cents on each $100 valuation.
Special School, 30 cents, and 25 cents on each poll.
Tuition School, 25 cents.
Road tax, 5 cents.

Posey Township—John N. Searcy, Trustee.
Township tax, 5 cents on each $100 valuation.
Special School, 10 cents.
Tuition School tax, 15 on each $100, and 50 cents on each poll.
Road, 5 cents.

Cotton Township, Charles H. Sage, Trustee.
Township, 15 cents on each $100 valuation.
Special School, 25 cents on each $100 and 25 cents on each poll.

Pleasant Township—C. W. Johnston, Trustee.
Township tax, 8 cents on each $100.
Special School tax, 30 cents, and 25 cents on each poll.
Road, 5 cents.

Craig Township—James Cowen, Trustee.
Special School, 30 cents on each $100 and 50 cents on each poll.
Road, 5 cents.

The Commissioners levied the following tax for county purposes:
County, 80 cents on each $100, and 50 cents on each poll.
Paupers, 15 cents.

The Auditor and Treasurer made their annual reports.

James W. Horton was appointed a Constable for Vevay.

Dr. Geo. W. Van Pelt, Physician for the poor of Craig Township, was ordered to visit the Paupers in the poor house once during each month, and file a report with the County Auditor stating the names of those able to work and make their own living. The Superintendent of the poor house will be required to dismiss such persons. Dr. Van Pelt will be allowed $10 per year for this extra service.

Commissioner’s Court.

The County Commissioners convened in regular session last Monday. Among other business transacted was the following:

The Township Trustees made their Annual reports of receipts and disbursements of receipts and disbursements of money for the year ending March 1.

In the matter of Jonathan McMakin and others to have road described and entered of record. On motion of Huldey Sullivan, the petition was dismissed for want of form.

In the matter of petition of Robert Bovard and others for change of road.—Viewers reported favorable, and road located, 33 feet wide.

John A. Lineback was appointed Turnpike Assessor, vice Thos. Armstrong, resigned.

The County Treasurer reported having redeemed Orders amounting to $33,328.69, for the Quarter ending March 1st:

The A., C. S. & V. Turnpike Co. was granted permission to assess omitted lands. Assessors—Wm. Anderson, Wm. Dalgleish, and John W. Howard. To meet March 22d.

In the matter of petition of Wm. J. Keeney and others, for change of highway. Thomas Armstrong, David Lee, and R. E. Hall, were appointed viewers. To meet March 17th.

In the matter of Lewis Schroeder and others, for location of highway. John W. Morison, Henry Myers and Wm. Clevenger, were appointed viewers. To meet April 12th.

John Gill was appointed to superintend the work on Shull’s Hill.

Special Session of the County Commissioners.

The County Commissioners held a special session Jan. 29th.

Being the lowest bidder, Wm. B. Sink, of Rising Sun, was given the contract to grade Shull’s Hill. Price $8.50 per rod, lineal measurement. To be completed by the first of August next.

Wm. Anderson, of Craig Township, was appointed Assessor of Benefits for Turnpikes in the 1st District.

The Directors of Allensville, Center Square and Vevay Turnpike Co. were granted permission to assess benefits on omitted lands. Thomas Armstrong, Wm. Anderston, and Wm. Dalgleish were appointed to perform that duty.

Joseph Peelman was employed to do some work on the jail.

The County Commissioners
Met last Monday. Among other matters that came before them was the following:

The last Grand Jury reported that repairs were needed in the county jail, of which the Commissioners took due notice and have taken steps to carry out the recommendation of the jury.

Jacob S. Shaddy, the Assessor elect, filed his Bond, which was approved, and took his official oath.

James Tate and John S. Gurley were appointed Constables for Posey Township.

James Vaughn was appointed a Constable for York Township.

David Melick was appointed a Constable for Cotton Township.

Geo. H. Redd was appointed a Constable for Jefferson Township.

Nearly all of the Constables were appointed on account of the Constables elected in Oct., 1874, failing to qualify.

In the matter of the petition of James Rayl and others. Viewers reported favorable, and highway ordered to be vacated.

Petition was presented by Robt. Bovard, Wm. Sanders and others, for change of highway. Edward Abbott, John Stewart, and Royal Aldrich were appointed viewers.

Case of W. J. Keeney and others for highway in York Township, was before the Board and points of law argued by Mr. Livings for petitioners, and J. A. Works & Son for Charles Smead.—The report of Viewers was received and re-Veiwers were appointed to assess damages.

A Grand Jury for March and October terms, 1875, of the Circuit Court were drawn.

Among other business transacted at the recent session of the County Commissioners, was the following:

In the case of the petition of Wm. J. Keeney and others, for change of highway in York Township. Thomas Armstrong, David lee, and R. E. Hall, were appointed re-viewers. They will meet at the office of Lovell Edrington, Esq., in Florence, February 20, 1875.

The question of grading Shull’s Hill was discussed, and it was decided to do so if it can be done at a satisfactory price. The Commissioners invite proposals for doing the work.

The Commissioners

Of this County met in regular Session last Monday. Among other business transacted was the following:

David Scott was qualified as Commissioner from the 1st District, vice Wm. M. Patton, whose term of office expired.

In the matter of petition of F. M. Rous and others, for vacation of road in Cotton Township. The petition was granted and road ordered to be closed.

In the matter of petition of James Rayl and others for vacation of road in York Township. Americus Benedict, James McFadden and Aaron Miller were appointed viewers.

It having been stated that the bridges over Wade’s Run and Grant’s Creek were in bad condition and needed repairing, Martin G. Keeney, County Surveyor, was ordered to examine the bridges and report next Monday, 14th, what repairs are needed.

The County Treasurer, Augustus Welch, reported that during the quarter ending Sept. 1, he had redeemed orders amounting to $13,510.09, which were cancelled and burned.

There being but little business, Tuesday evening they adjourned to meet next Monday, 14th inst. Persons having business with the county should present it at that time.
