Switzerland County Commissioners – Dec 1877

The Switzerland County, Indiana Commissioners’ proceedings appeared in:

Commissioners Court.

The County Commissioners met last Monday, and will probably remain in session during the remainder of the week. The following is a condensed report of their proceedings from day to day:

MONDAY.

John H. McHenry and Henry Likely, the viewers appointed on the petition of Alfred Downey and others for the vacation of a highway in Cotton Township, reported the same not of public utility, and the same was ordered vacated. On petition of said Alfred Downey and others a new road was established in said township as prayed for in their petition.

 

TUESDAY.

Charles J. Robenstein, Treasurer, presented to the Board for cancellation the county orders redeemed by him during the last quarter, with his account for registration of same, amounting to $18,413.18; which orders were examined, compared with the Auditor’s books, and destroyed by burning in the presence of the Board.

 

WEDNESDAY.

Samuel Adkinson was appointed a Justice of the Peace for Craig Township, to fill a vacancy occasioned by the removal from this State of John Lancaster.

COUNTY BUSINESS.

What the Commissioners Did at Their Session Last Week.

Monday, Sept. 3.

Jacob Banta, Commissioner elect for the First district, presented his certificate of election as such, and was sworn in.

Present also, William Stewart and Philander Morrison

Licenses to retail liquor were granted to John W. Shirey, Jacob W. Bruner, and Joshua M. Scranton.

F. M. Griffith, Ex-Treasurer presented to the Board County Bonds, Nos. 62 to 87, inclusive—26 Bonds of $300 each, amounting to $13,000—which he had paid off and redeemed, and the same were examined, canceled, and destroyed by burning in the presence of the Board. He also presented his account of interest paid on said Bonds, amounting to $385.98, and he was allowed orders to the amount of $13,385.98 to settle said account.

Said Griffith was also allowed $250 for one quarter’s salary as Treasurer; also $20.48 for interest paid on County Orders during last quarter; also an order for $2.47 to correct an error in books June 2, 1862; also an order for $1.50, office expense.

Matthew Worstell was allowed $483 for keeping paupers.

Alfred Downey and others presented a petition for the vacation of a road in Cotton Township, and John McHenry, Henry Likely, and William Cunningham were appointed Viewers to report at the next regular meeting of the Board. Said petitioners also presented a petition for the location of a highway in Cotton Township, and the same viewers were appointed to report at next term.

F. M. Griffith, Ex Treasurer, presented to the Board County Orders redeemed by him during the last quarter, with the interest paid thereon, amounting to $13,502.71, which were examined and compared with the books and vouchers on file in the Auditor’s office, and after being cancelled were destroyed by burning in the presence of the Board.

 

Tuesday, Sept. 4.

Retail liquor licenses were granted to Dorwin Schmiedt and Andrew J. Ricketts.

James H. Merit, Stephen H. Scranton and James T. Bodkin, viewers, made a report locating a highway leading from North’s Landing and Quercus Grove turnpike road to Davis Corners.

The following order was made: That the court room shall be used for holding Commissioners’ Court, the Circuit Court and political meetings, and for no other purposes whatever. Also, that no office or room in the Court House building shall be used for holding Justice’s or Mayor’s Courts, or offices.

The Sheriff was required to see that the above orders are strictly enforced, without any exception.

 

Wednesday, Sept. 5.

George W. Mendell, Mayor of Vevay, was granted the privilege of occupying a room in the Court House as an office until September 20, 1877, in order to give him time to procure another room for an office.

The order of the Board relative to meetings of religious and all other organizations was so modified as to include temperance meetings.

 

Friday, Sept. 7.

Martin Thompson and Israel Warner, of Posey Township, and Samuel Shievelbein, of Jefferson Township, all cripples, were relieved from paying poll tax and work on highway.

John T. Huston, of Posey Township, was relieved from paying $6.11 taxes, by reason of double tax charged to him.

On the petition of John W. Powell and others for change and location of highway, the Board ordered the opening of the highway to be width of 30 feet, expenses to be paid by the county.

On the petition of Mrs. Caroline Gooch, a public ferry was established from Ash’s Landing, in Switzerland county, Ind., to the town of Carrollton, Ky., petitioner to give bond in the sum of $500.

The bill of Ohio county, for change of venue in case of Vanosdol vs. Richards, amounting to $82, was allowed, as certified by Judge O. F. Roberts.

George W. Mendell was allowed the right to occupy the room now occupied by him in the Court House, as a law office only, at a rent of $20 per annum, payable quarterly in advance.

COMMISSIONER’S COURT.

David Scott, William Stewart and Philander Morrison, Commissioners; John Gill, Auditor; James C. Long, Sheriff.

Charles W. Johnson, Trustee of Pleasant Township, presented his report, which was examined and approved.

Americus Benedict, of Jefferson, G. W. Bromwell, of York, Benj. F. McIntire, of Posey, James McHenry, of Cotton, Charles W. Olmsted, of Pleasant, and Lewis F. Works, of Craig, Township Assessors, presented their assessment books and lists duly certified, which were accepted and approved by the Board.

The following named persons were granted Licenses to retail liquors in Vevay: Daniel Plew, John F. Doan, Jr., Henry M. Fallis, Thomas Delaney, and George M. Fallis.

The Township Trustees, with the approval of the Board made the following levies of Township Taxes for the year 1877. [See newspaper for details.]

Mary Mennet and others presented their petition for damages on account of moving of fences on the Vevay and Madison road, which was referred to Alexander Edgar and Amie Morerod, as viewers.

William Cunningham and others presented their petition for a change of part of the public highway leading from the North’s Landing and Quercus Grove road to Davis’ Corners, which was referred to James H. Merit, Stephen Scranton and James T. Bodkin, as viewers, to report at the next regular term of the Board.

Alexander Edgar and Amie Morerod, the viewers appointed to assess the damages of Mary E. Mennet and others, on account of damages caused by removing fences, &c., reported such damages at the sum of forty dollars, which was allowed by the Board.

William Walker filed his report of a survey made by him as County Surveyor of a tract of land known as the “Poor Farm.”

F. M. Griffith, County Treasurer presented to the Board the County Orders redeemed by him during the last quarter, with his book with list of said orders redeemed and the interest paid thereon, amounting in the aggregate to $10,151.04, which were examined, canceled, and destroyed by order of, and in the presence of, the Board, by being burned.

Charles J. Robenstein, County Treasurer elect, presented his official Bond as such, in the penal sum of $75,000, which was examined and approved by the Board.

John Gill, County Auditor, presented his annual Report of the Receipts and Disbursements and condition of County and Township Revenue for the year ending May 31, 1877, which was examined by the Board, approved, and ordered to be spread of record.

The Board of Commissioners, Auditor and Treasurer, made a report of the receipts and disbursements and condition of the Congressional and Common School Fund, held in trust by the county, for the year ending May 31, 1877, which was ordered to be spread of record.

Drs. Griffith & Kohler were appointed Physicians for the poor of Jefferson and Craig Townships, and the city of Vevay, including the inmates of the jail and county poor house, for one year from June 15th, for $100.

Drs. Langsdale & Simpson were appointed Physicians for the poor of York Township for one year from June 15th, for $40.

Dr. E. M. Cheever was appointed Physician for the poor of Posey Township, for one year from June 15th, for $75.

Dr. J. W. Vanosdol was appointed Physician for the poor of Cotton Township, for one year from June 15th, for $40.

Drs. Holland & Charlton were appointed Physicians for the poor of Pleasant Township, for one year from June 15th, for $40.

Ordered by the Board that the Tax Levy for 1877 shall be 65 cents on the $100 valuation, and 50 cents on each poll, for county purposes.

Carter & Johnston were employed as Attorneys for the county for the next year, for $100.

William J. Keeney and others presented a petition asking the county to deposit with the county Treasurer the sum of $375 for the use of Charles Schmied, being the amount of damages awarded him by the jury on appeal to the Circuit Court, in the case of Schmied vs. the Board of Commissioners of Switzerland county, to which request the Board refused to accede, and the petitioners excepted.

Switzerland County Commissioners – Dec 1876

Proceedings of the County Commissioners.

Among other business transacted at the recent session of the County Commissioners, was the following:

Philander Morrison, Commissioner elect from the 3d District, was installed into office.

Wm. Cunningham and others presented a petition asking that a change be made in a part of the county road which leads from North’s Landing to Davis’s corner. John Douglas, Jacob Baker, jr., and Joseph Stewart, were appointed viewers. They will meet at the house of Wm. Cunningham on Dec. 23d. At the next session of the Commissioners they will report as to whether, in their judgment, the proposed change in the road will be of public utility, or not.

Isaac Richards and John Althoff showed to the satisfaction of the Commissioners that a certain road in Cotton Township had been open for twenty years, and asked that it be put on record as a public road, which was done.

Newell H. Morrison, Thomas F. Adams, and Wm. Brown, who were appointed at the last term of the Commissioners to view two proposed roads in Cotton Township, reported that they were not of public utility. The Commissioners then declared said roads vacated.

John Buchanan and John McHenry, two of the persons appointed to view a proposed road, reported that the road was not of a public utility. The Commissioners ordered the road vacated.

James Huston and others presented a petition asking that a bridge be built over Sand Run Creek.

F. M. Griffith presented to the Commissioners orders he had redeemed for the three months ending Nov. 30th, which amounted to $6,529.73. After being compared with the warrant Register and found correct, they were destroyed.

Mr. Elson, one of the Commissioners of Ripley County, presented a bill for expense incurred in the Bradley case. Amount of account, $1,995.36. Interest, $419.00.—Total $2,414.36. The Commissioners offered to pay $1,200.00. Mr. Elson refused and withdrew the account.

C. J. Ryan, John Archer and Wm. Dalgleish, reviewers in the case of W. J. Keeney and others for change of highway, made a report stating in full where it was proposed to locate the road, and what damages would be inflicted on the owners of land through which it would run. Charles Schmeid and Felix Carver filed their objections to the report. The report of the viewers was sustained. Schmeid and Carver excepted to the decision of the Commissioners. The road was ordered located and opened.

Rollin Bliss was appointed a Constable of Jefferson Township.

Merrit W. Tague was appointed a Justice of Peace for Jefferson Township.

County Business.

Among other business transacted by the County Commissioners at their recent session, was the following:

James D. Hooten, Emerson Morrison and sixteen others, petitioned for change of road, in Cotton Township. Noel Morrison, Thomas F. Adams and Wm. Brown, appointed viewers. They will meet at the house of David Lee, Saturday, Oct. 14th.

John M. Crandell and Wm. H. Stewart, who were appointed to assess damages done. F. E. Mennet by reason of change of road, in Craig Township, reported that he was damaged to the amount of $63, which report was approved.

Jacob H. Bruner, J. M. Scranton, and Darwin Schmeid, were granted license to retail liquors.

Levi Sedam, Edward P. Goddard, and others, petitioned for change, vacation, and re-location of road, in York Township. John Douglas, Erastus Ford and Ezra G. Seymour were appointed viewers. They will meet at the house of Geo. W. Bryson. Saturday, October 14.

A. M. Ayers, Eber Gilbert, and fourteen other citizens, petitioned for vacation of road, in Cotton Township.—Noel Morrison, Thomas F. Adams and William Brown, were appointed viewers to meet at the house of David Lee, October 14th.

In the matter of the petition of Wm. J. Keeney for vacation and re-location of road, in York Township—the viewers, Thomas B. Dow, William Mercer and William Brindley, reported that the road proposed was of public utility. They marked off a road thirty feet wide. Charles Smead, one of the owners of land through which it was proposed to locate the road, filed his objections to locating of said road.—His objections were overruled by the Commissioners, and the report of the viewers was accepted and approved.

Charles W. Olmstead, and others, petitioned for vacation of a road running from Allensville to a road running from Allensville to a road connecting with one leading to Bennington.—John Buchanan, John H. McHenry and Peter Wycoff, were appointed viewers. They will meet at Bennington, Saturday, October 14th.

William J. Keeney, and others, petitioned for change, vacation and relocation of road, in York Township.—Charles Ryan, John Archer and Wm. Dalgleish, were appointed viewers.—They will meet at the Post Office, in Florence, Friday, October 13th.

The Treasurer reported that during the quarter ending August 31st, he had redeemed orders and paid interest to the amount of $11,022.20. The orders were then burned, in the presence of the Commissioners.

Felix Carver filed his remonstrance against the location of road proposed by W. J. Keeney, and others, in York Township.

A number of bills were allowed, among them $106 to Jasper Faulkner for “straightening County Revenue Ledger.”
