Switzerland County Commissioners – Dec 1881

County Business.

The County Commissioners met last week, transacting a large amount of business—the most important of which was an official recognition of the fact that former Treasurers had squandered $1,637.86 of the county funds by advancing money on turnpike orders.—(This the law did not require the Treasurers to do.) It is proper to explain that no Treasurer personally profited from this blunder, and yet it is a fact that the tax-payers actually lose $1,637.86. Treasurer Robinson had business sense enough to know they were worthless, refused to receipt for them as money, but specified just what they were. But to details:

The first day of the term Maj. Silas Howe appeared and was qualified as Commissioner from the second district, (vice Wm. Stewart, time expired.) Mr. Howe will serve three years from the 3d of December, 1881.

Dr. W. A. Olcott, treasurer of Patriot School Trustees, presented his report, (which was filed Nov. 25th,) for the year ending Oct. 18th, 1881. [See newspaper for report.]

Jonas C. Lee, J. M. Burns, and others, petitioned for vacation and relocation of road, in Jefferson Township. Wm. R. Protsman, George Wainscott and Edward Park, were appointed viewers. They will meet in Auditor’s office December 23d.

Wm. C. Robinson, County Treasurer, presented orders amounting to $5,668.45 redeemed by him for the quarter ending December 1st. They were compared with the Auditor’s books, found correct and cancelled.

By request of James Curry, Superintendent of the Poor Asylum, the Commissioners visited the Asylum and took an inventory of the furniture, bedding, etc., which was entered in the record.

Wm. C. Robinson, County Treasurer, presented the following statement [see newspaper for details.]

Bristow and Lock were authorized to take dirt out of highway for fill back of abutments of bridge at Beaty’s Ford.

W. S. Tower, sheriff, reported that he had sold old stoves for $6.75, which he will pay into the Treasurer’s office.

John Gill, superintendent of construction of the abutments at the lower Indian Creek bridge, reported the work completed, giving full details. Total cost $332.70.

County Business.

At the session of the County Commissioners last week among other business transacted was the following:

Licenses to retail liquors were granted to Joshua M. Scranton, Jacob H. Bruner, of Patriot; Joseph Burns, of Vevay.

The Canton Bridge Co. being the lowest bidder, was awarded the contract for building iron bridge over the mouth of Indian Creek, at $32.05 per lineal foot. Total length of bridge 160 feet.

Alexander Horton was exempted from paying poll tax and working on the roads—in consequence of being disabled on account of two gunshot wounds received during the last war.

Bids were opened for the building of the stone work for Indian Creek bridge. Banta & Cotton bid $2.40 per yard, including digging for stone work.—Melcher, Gordon & Stucy bid $3 per yard, including everything. The contract was awarded to Banta & Cotton.

Bristow & Lock were awarded the contract for the stone and earth work for a bridge at Beaty’s Ford (on Log Lick Creek). Price $4.95 per yard for the stone work and 20 cents per yard for the filling—balance of the work thrown in.

David Shull, Thomas F. McCreary and Jacob Meyers, reviewers in regard to change of highway on Tardy Hill road, reported that Wm. R. Prostman will not be damaged by said proposed change. The “old road” was declared re-opened.

J. H. Vandorn, for Cleveland Wrought Iron Fence Co., was awarded the contract for placing iron fence around Court House square, at $2.20 per lineal foot.

Americus Benedict, late County Treasurer, presented ordered redeemed by him from June 1st to September 1st—amounting to $5,480.30. Examined, compared with books in Auditor’s office, found correct and cancelled.

Robert Stevens, of Craig Township, who has but one arm, was exempt from paying poll tax and working on roads.

Wm. Lindley and Julius Muret were given the contract for hauling iron bridge from Indian Creek to Beaty’s ford.

COUNTY BUSINESS.

At the meeting of the County Commissioners last week among other business transacted was the following:

R. D. Gullion and others petitioned for the vacation of a road in Pleasant Township. There being no remonstrance the petition was granted.

The following persons were employed as Physicians for the poor for one year:

  • Pleasant Township—Dr. P. C. Helland, $50.00
  • York—Dr. G. W. Hewitt, $25.00
  • Posey—Dr. E. M. Cheever, $60.00
  • Cotton—Dr. R. G. Simpson, $23.00
  • Jefferson and Craig, including inmates of the poor house—Dr. T. J. Griffith, $113.00

John Gill, Auditor, presented a report for the year ending May 31, 1881, showing the financial condition of the county. Amount in the treasury, $13,529.63.

The report was found correct and approved.

Stanwood D. Kyle was appointed to a scholarship in Purdue University.—The Auditor was ordered to give him a certificate to that effect.

The sealed bids and proposals for keeping the poor farm were then opened. There were several bids. The contract was awarded to James Curry, for two years, commencing December 7, 1881, at $50 per head for each inmate. He gave bond to the amount of $500—Robert A. Knox, Daniel Trafalet and F. M. Griffith.

Wm. C. Robinson, County Treasurer elect, filed his bond for $75,000.00. Sureties: Lemuel Bledsoe, John Andrew, Shelomoth Stow, Howard Stow, Robert Miller, Cornelius Miller, U. H. Stow, R. A. Harris, C. R. Clark.

Americus Benedict, County Treasurer, presented ordered amounting to $25,580.73, which he had redeemed since his last report. Compared with the books of the Auditor, found correct and cancelled.

In the matter of the petition of W. P. Hall, Wm. Norisez and others for a change, vacation, and relocation of the “Tardy hill road.” Ebenezer Phillips, Abraham Montayne and John A. Cunningham, viewers, presented a report recommending that the request of the petitioners be granted. The report was accepted and approved and the viewers discharged.

Wm. R. Protsman, by his attorneys, filed his remonstrance against granting the request of the petitioners. David Shull, Jacob Meyers and Thomas F. McCreary were appointed re-viewers. They will meet at the Auditor’s office July 20th, and after being sworn proceed to examine the road. They will report to the Commissioners the first Monday in September next.

John W. Vanosdol, H. Myers, Cornelius Hizer and Wm. Clevenger, petitioned, asking that the Commissioners declare the Allensville, Center Square and Vevay Turnpike abandoned. Granted. The Auditor was ordered to notify the Trustees of the Township through which the road passes, to take charge of the road and attach it to the proper road districts.

The Auditor was ordered to advertise for sealed proposals for the construction of an iron fence around the Court House square.

The Auditor was also ordered to advertise for bids to construct two stone abutments over Log Lick Creek at Beaty’s Ford.

Licenses to retail intoxicating liquors were granted to W. P. Davies, Thomas Delaney, Henry Schewe, Geo. W. Fallis, Vevay; James P. Krutz, Florence.

Switzerland County Commissioners – Mar 1881

County Business.

Among other business transacted at the session of the Commissioners last week was the following:

Thomas F. McCreary, Abner Gates, and others, withdrew their petition for a vacation and change of road through the land of Abraham Israel and others, in York.

The Vevay Lecture Association, being an Education Society, was granted the use of the Court House, upon conditions.

Thomas H. Downey placed on file the receipt of the County Treasurer for $7, in full of payment of money paid by the County to S. R. Tinker for a coffin furnished for James Downey, the said claim having been filed with the Board of Commissioners without knowledge or consent of the said Thomas H. Downey.

Geo. S. Pleasants was authorized to issue a fire insurance policy on the Court House for $5,000 for which he was to receive a premium of $75 for 3 years.

James S. Girard was granted a license to retail liquor in Vevay.

Eliakim Stoops, Abner Gates, G. Schrump, Thomas McCreary, and others, petitioned for a bridge over Log Lick Creek, near the residence of Thomas Armstrong, in York Township. M. G. Keeney was employed to make survey, plans and estimates.

Americus Benedict, County Treasurer, presented county orders amounting to $14,814.69, which he had redeemed during the last quarter. Found correct and cancelled.

The Auditor was ordered to advertise for sealed proposals to keep the poor farm two years from Dec. 1, 1881. Proposals to be opened at the June term of Commissioners.

W. P. Hall, Wm. Norisez and others, petitioned for a change, vacation, and re-location of the road known as the Tardy hill road. Wm. R. Protsman asked that the petition be dismissed.—Ebenezer Phillips, Abraham Montayne, and John A. Cunningham, were appointed to review the road Monday, March 21st.
