COUNTY BUSINESS.
Meeting of Commissioners.

County Commissioners Thomas Montayne, Edgar Dibble and George W. Sanders, met Monday, March 4th, and with an intermission from Saturday to Wednesday, adjourned Wednesday evening, 13th.

Licensed to retail liquors—Joseph Marshal, Florence; John E. Hudson, Patriot.

The Township Trustees rendered their reports of receipts and expenditures of various funds, which were approved.

Franklin P. Muret presented his resignation as Superintendent of free gravel roads in Jefferson Township, which was accepted. Frank Miller was appointed to fill the vacancy.

In the matter of petition of Geo. W. McKay and others for change of highway in Craig Township. Henry Dibble, Jr., Ben T. Heady and Clarence Drake, viewers, reported that the proposed road ran through the lands of Rebecca Wright, Helen Daniels, Noah Oliver, Emma Oliver, Stella and Phebe McKay. Width of road thirty feet. Said road would be practical utility. Noah Oliver, Emma Oliver, Stella McKay, afterwards remonstrated against opening said road through their lands, asked $25, and asked that reviewers be appointed to assess damages. John B. Lamson, John A. Danglade and George B. Anderson were appointed reviewers to assess damages and report at next term.

In the matter of the petition of John B. Moore and others for a new highway in Cotton Township. William O. Marble, J. C. Smith and James M. Scott reported that Marshal B. Hyde, remonstrator, would be damaged $60 by proposed road. Report approved.

In the petition of George W. Dorrell and others for the construction of certain free gravel roads in York Township. The following was the result of the election: From Log Lick to Florence, for 196; against 114. For the road from Florence to station 93, for 195; against 111. For the road from Markland to Cotton Township, line along East Enterprise pike, for 180; against 102. A majority of votes cast were for the building of the three proposed roads. Bids to be received for building said roads May 4th.

In the matter of the petition of George Platt and others for the construction of free gravel roads in Posey Township. Result of election: Road from Ohio County line to Patriot, for 78; against 333. From Quercus Grove to Cotton Township line, for 65; against 336. From J. D. Davis’ Corner to York Township line, for 64; against 337. The three proposed roads were defeated.

In the matter of the claim of Lewis N. Bowman and Samuel Lock, damages. Claim disallowed.

A bond for six thousand dollars was ordered issued to the Vevay Deposit Bank, bearing six percent interest and due in sixty days.

In the matter of the petition of Oliver P. Courtney and others for the construction of free gravel roads in Jefferson Township. The road to begin at the intersection of Vevay and Florence road at Plum Creek, going up Plum Creek to along line of old Allensville and Center Square turnpike to Cotton Township line. George W. McKay (a civil engineer), Joshua Turner and James Stewart were appointed viewers, to locate proposed road, and make estimates of cost of construction.

Theodore E. Cole was appointed a Constable for Pleasant Township, to fill vacancy.

COUNTY BUSINESS.

County Commissioners Edgar Dibble, Thomas Montayne, and George W. Sanders, met Monday, Dec. 3d, and adjourned last Friday, 7th. Among the business transacted we condense the following:

William C. Lawrence, William H. Myers, Vevay; William B. Mason, Florence; Francis M. Graham, Patriot, were granted licenses to retail liquors.

In the matter of petition for free gravel roads to Markland. John C. Morgan, David A. Brindley, and Joshua Turner, viewers, reported assessing damages as follows: Sarah Ferguson, $12; Emma Bell Muret, $25. Said Ferguson and Muret objected to amount of damages as too low; whereupon Joseph B. Ramseyer, Wm. O. Marble, and Ben. N. Davis were appointed reviewers. They reported, assessing damages of Mrs. Murret at $50 and Mrs. Ferguson $25. Approved.

In the matter of the petition of Alger Stewart and others for the vacation of highway in York Township. R. B. Littlefield, Edwin Sanders, and James Stewart, viewers, reported in favor of granting the petition. Road ordered vacated.

Joseph E. Hart, Auditor elect, filed his bond, which was approved.

David Dyer, Sheriff elect, filed his bond, which was approved.

In the matter of the petition of Charles Wiseman and others for aid in constructing of road on Long Run, Craig Township. Aid refused.

In the matter of the petition of George W. McKay and others for change of vacation of highway in Craig Township. Granted. Henry Dibble, Jr., Benjamine F. Heady, and Clarence Drake were appointed viewers to lay out said new road, thirty feet wide, and that they report next term.

In the matter of Plum Creek free gravel road. Orson A. Porter, Jonathan R. Cunningham, and A. J. Searcy, filed her report, and assessed damages as follows: Rosa Dodd, $125; and no damages for Samuel Peters, James H. Sullivan and Ida Bosaw.

In the matter of the petition of John B. Moore and others for highway in Cotton Township. Edward C. Shull and Joseph B. Ramseyer, made a report favoring the road. Perry K. Cotton made a minority report opposing the opening of the road. Marshall B. Hyde filed his remonstrance against opening the road. The Board appointed James M. Scott, William O. Marble, and J. C. Smith, reviewers, to report next term.

In the matter of the petition of George Dorrell and others for free gravel roads in York Township. Perry K. Cotton and W. H. Henry, viewers, and M. G. Keeney, Civil Engineer, reported estimated total cost per mile, beginning at Florence and running to Markland, 1st mile, $772.24; 2d, $1035; 3d, $579.60; 2664 feet, $220.53. Total, $2607.37.

Florence and Log Lick road; 1st mile, $1170.13; 4520 feet excess of one mile, $1016.96. Total, $2187.09.

Log Lick and East Enterprise road; 1st mile $1050.13; 2nd, $959.04; 1224 feet, $159.13. Total $2168.30.

The other roads proposed were deemed impracticable, on account of description in petitions.

The proposition to build the three above roads will be submitted to the voters of York Township at the special election Saturday, February 23, 1895.

In the matter of the petition of George Platt and others for free gravel roads in Posey Township. W. H. Henry and Perry K. Cotton, viewers and M. G. Keeney, Civil Engineer.

Road from Patriot to Quercus Grove distance 10 miles and 4840 feet. Total estimated cost, $11050.33.

Road from Quercus Grove to Cotton Township line. Total estimated cost $683.95.

Road from Joel Davis’ corner to York Township line. Total estimated cost, $468.66.

In regard to the other roads petitioned for in Posey Township, it was found impracticable to locate them in accordances with petition.

The three roads above specified by the viewers and Engineer, were accepted and their reports approved.

The building of above three roads to be submitted to the taxpayers of Posey Township at a special election Saturday, February 23d.

COUNTY BUSINESS.

Condensed Report of Proceedings of County Commissioners.

James Anderson having resigned as a Constable of Jefferson Township, George W. Rayl was appointed to fill the vacancy.

John D. Brindley was licensed to retail liquor in Vevay.

James Wiley, Americus Benedict, John Love, Charles McVey and H. W. Birkemire contracted to each build their portions of Vevay and Markland free gravel roads. Wiley to commence not later than October 1, and complete by April 1, 1895; price $545. Benedict, Sept. 15, and complete by Jan. 1, 1895; $745. Love, Sept. 1, and complete by Sept. 10, 1895; $916. McVey, Sept. 20, and complete by Jan. 1, 1895; $1100. Bergamire, October 1, and complete by July 1, 1895; $1549.

Lewis N. Bowman and Samuel Lock entered into a contract to build the Plum creek free gravel road for $7,375 to commence Sept. 18, and complete by Dec. 1, 1895.

In the matter of W. H. H. Turner and others for relocation and vacation of highway in Pleasant Township. H. H. Bakes, Albert Brindley and Peter V. Rameyer, reviewers, reported damages as follows: Edward C. Shull, $25; Joseph Lazenby, $30; Henry W. H. Smith, $45; Thomas Thompson, $50. Report approved and road ordered opened.

Jefferson C. Smith, Thomas J. Stewart and Wm. C. Armstrong, having been appointed to assess damages as result of free gravel road to Markland, assessed damages as follows: Zeralda Plew, $75; Lemuel Bosaw, $20; George and Wm. C. Rayl, $225; Nancy McDonald, $20; Mary J. Marsh, $35; Frank Fancher, $100; Dezire Bosaw, $200. Report approved.

On the Plum creek free gravel road, Samuel Peters objected to report of viewers, that his damages were nothing. Rosa Dodd filed her claim for $600, and James H. Sullivan, $200 damages. Orson O. Potter, Stephen J. Searcy and Jonothan J. Cunningham were appointed viewers to assess damages.

Bonds to obtain money to build Markland free gravel road were ordered issued to amount of $4,855, payable in five annual installments, beginning Nov. 15, in denominations of not less than $50 nor more than $500, bearing not more than 6 per cent interest. It was also ordered that a tax of 10 cents on each $100 be levied in Jefferson Township to pay the interest and principal of said bonds.

Bonds to the amount of $7,375 were ordered issued to obtain money to build Plum Creek free gravel road. Denominations not less than 50 dollars nor more than 500 dollars, bearing not more than 6 percent interest; payable in five annual installments from Nov. 15, 1894. It was also ordered that a tax of 15 cents on each 100 dollars of property in Jefferson Township be levied to pay said bonds.

Selar Mead, Treasurer Patriot School Board, presented his report, which was approved. It shows balance special school fund on hand thirty-three dollars and ninety-nine cents; balance tuition fund on hand, three-hundred and fifty four dollars and thirty-eight cents.

The County tax was levied for 1894 at thirty-eight cents on one hundred dollars, and fifty cents on each poll.

In the matter of Alger Stewart and others for the vacation of a road leading from McCreary’s Ridge to Log Lick, in York Township. R. B. Littlefield, Edwin Sanders, and James Stewart, were appointed viewers. They will view the road Nov. 10th.

In the matter of the petition of John B. Moore and others to locate and establish a public highway in Cotton Township. Joseph Ramseyer, Edward C. Shull and Perry K. Cotton, were appointed viewers. They will meet Nov. 10th.

COUNTY BUSINESS.

County Commissioners George W. Sanders, Thomas Montayne, and Edgar Dibble, met Monday, August 6th, and adjourned last Thursday, 9th.

The Township Trustees and Treasurers of School Boards, presented their reports of receipts, expenditures, and balances of school funds, which were approved.

In the matter of building free gravel roads in Pleasant Township, the Clerk certified that 91 votes were cast in favor of and 165 against; thus defeating the proposition. The matter was continued until next term, for the purpose of auditing the expenses of said special election.

In the matter of building free gravel road from Plum creek bridge up said creek to near Center Square, the Clerk certified that 300 votes had been cast in favor of and 140 against. The road was ordered built; bids for its construction, by sections or as a whole, to be received by the Board up to noon September 1st. Samel Peters claimed he would be damaged $150 by building of the road; and William Armstrong, Jefferson C. Smith, and Thomas J. Stewart, were appointed viewers, to report at next term, September.

In the matter of building free gravel road from Vevay to Jefferson Township line, near Markland, and to reconstruct that portion of Markland and East Enterprise turnpike that is in Jefferson township—the Clerk certified that 334 votes were cast in favor of and 342 against. The road was ordered built; bids for its construction, by sections or as a whole, to be received up to noon September 1st. Claims for damages along the road were filed as follows: Lemuel Bosaw, $100; Dezine Bosaw, $500; George A. and Wm. C. Rayl, $600; Nancy McDonald, $50; Isaac Hanna, $100; Mary J. Marsh, $200; Zeralda Plew, $200; Frank Fancher, $200. William Armstrong, Jefferson C. Smith, and Thomas J. Stewart, were appointed viewers, to report at next term.

A barn was ordered built on County Poor Farm; bids to be received to noon September 1st.

COUNTY BUSINESS.

Geo. W. Sanders, Thomas Montayne and Edgar Dibble, County Commissioners, met Monday, June 4th, and adjourned Tuesday, 12th. We give a condensed report of their proceedings:

Thomas Picket and Dempsey Gullion, Markland; Thomas D. Anderson, John M. Grammer, Vevay; were granted licenses to retail liquors.

Benjamin L. Simmons resigned the office of Coroner, and Ira Banta was appointed to fill the vacancy.

In the matter of petition of W. H. H. Turner and others for a change of highway in Pleasant Township.—Joseph Lazenby filed his claim for $25.83 damages. Edward C. Shull filed his claim for $150 damages.

George W. McKay, Cyrenius W. Brown, and Wm. O. Marble, appointed to assess damages on above road, reported as follows: Thomas Thompson, $35; Hudson Smith, $30; Joseph Lazenby, $15; Edward C. Shull, $15. Shull, Lazenby, and others objected to the report as assessing their damages too low; whereupon the Board sustained their objections, and appointed Hiram H. Bakes, Albert Brindley, and Peter V. VanBriggle, reviewers to assess damages. To report at next term.

In the matter of petition of H. F. Bodie and others for the location and opening of a road in York and Posey Townships—Nancy Jane Patterson, Joseph Patterson, Willard Schmeid, and others, filed their remonstrance. Petition dismissed at cost of petitioners.

Jasper N. Brindley, keeper of County Asylum, reported that he had kept thirty-one paupers during last quarter, for various times, and was allowed at the rate of $10 per quarter for each, amounting to $287.50.

In the matter of petition of George Platt and others for the construction of free gravel, stone or macadamized road in Posey Township. M. G. Keeny, W. H. Henry and Perry K. Cotton, viewers heretofore appointed, asked for further time to complete their work, which was granted.

The same viewers in case of George W. Dorrell and others for free pike in York Township, were also granted further time.

In the matter of the petition of Benj. F. Smith and others for free gravel or macadamized roads in Jefferson township, reported, from which we condense: Beginning at Vevay and terminating at bridge over Log Lick creek, township line, near Markland. Some of this road already completed; balance to be graded 22 feet wide, including one side ditch one by four feet, broken lime stone twelve feet wide an eight inches deep, and four inches of gravel to be placed on the broken stone. The total cost of said road, including bridges and culverts, is first two miles nothing, third mile, $672; fourth mile, $1,601; fifth mile, $748. Total, $3,021.

They also reported as to all that part of the old East Enterprise and Log Lick Turnpike, which lies in Jefferson Township. They substituted profile and estimates of needed repairs and new road. Northern section, $1104; Southern section, $916. Total, $2020.

In the matter of the petition of Scott Culbertson and others for free gravel or macadamized roads in Pleasant Township.—George W. McKay, civil engineer, and Ebenezer Philips and C. D. Green, reported: Beginning at terminus of pike at foot of Shull’s hill, thence following Vevay and Versailles road through Bennington and Soapville to Ripley county line. Distance nine miles and 3480 feet. Broken lime stone, four inches deep and nine feet wide. Estimated cost, including grading, bridges and culverts, $12,751.

They also reported in reference to second road in above petition: Beginning at Moorefield; following the state road to where it crosses the state road at Horton’s Corner. Road to be graded twenty feet wide, broken stones eight feet wide nine inches deep. Estimated total including cost grading, bridges and culverts, $9,596.

The board appointed the following Election Inspectors:

  • Jefferson Township—Precinct No. 1, Leander Clendenning; No. 2, Oliver S. Johnson; No. 3, Harry Weales; No. 4, Charles McVay, Trustee; No. 5, David H. Boyle.
  • York Township—No. 1, William C. Armstrong; No. 2, George Clendening, Trustee.
  • Posey Township—No. 1, James Hickman; No. 2, C. D. Green, Trustee; No. 3, Jacob V. Powell.
  • Cotton Township—No. 1, J. W. VanOsdol, Trustee; No. 2, Charles C. Morrison.
  • Pleasant Township—No. 1, Ben. F. Rodgers, Trustee; No. 2, William Culbertson.
  • Craig Township—No. 1, George D. Madary, Trustee; No. 2, Albert Brindley; No. 3, Peter V. Ramseyer.

Physicians for poor and county asylum were employed for one year as follows:

  • Jefferson Township—L. H. Bear, $74, County Asylum, $82.
  • York—O. A. Price, precinct no. 1, $17.50. H. A. Greenleaf, no. 2, $30.
  • Posey—James A. Pryor, precincts nos. 1 and 2, $20; Robert B. C[?], no. 3, $15.
  • Cotton—J. W. VanOsdol, precinct no. 1, $20; D. N. Haydon, no. 2, $30.
  • Pleasant—R. M. Copeland, precinct no. 1, $20; Scott Culbertson, no. 2, $20.

In the matter of the petition of Rodolph Schoffner and others for the construction of free gravel or macadamized roads in Jefferson Township. Geo. W. McKay, engineer, and C. D. Green and Henry Meyers, viewers, reported that road would begin at a point fifty feet west of Plum creek bridge and extending to the old Allensville, Center Square and Vevay turnpike road, a distance of four miles, 4730 feet. Road to be graded 18 feet wide, including one side ditch one foot by four; to be covered with stone or gravel ten feet wide and one foot deep. The estimated total cost of said road, including bridges, culverts and fills, is $7,474.

The Auditor presented a statement for the year ending May 31, 1894: Total collections for all purposes $60,145.98. Total expenditures, $61.559.92. Of county revenue $20,348.35 was received and $21,552.58 was expended. Balance county revenue overdrawn, $1,204.23. Special school fund was overdrawn $209.71. Total overdrawn, or indebtedness, $1,413.94.

Special elections for free gravel road appropriations in Jefferson and Pleasant Townships, ordered to take place Saturday, July 14th.

COUNTY BUSINESS.

George W. Sanders, Thomas Montayne, and Edgar Dibble, County Commissioners, met Monday, March 5th and adjourned last Saturday. The following is a summary of business transacted:

Pauper expense by townships: York, $51.74; Cotton (including orphan children), $86.19; Posey, $21.50; Pleasant, $77.53; Craig, $20.49; Jefferson, $201.48. The total cost of keeping the twenty-nine inmates in County Asylum was $275.30.

John E. Hudson, Patriot; Dorwin Marshal, Florence, were granted licenses to retail liquors.

In the matter of petition of George Platt and others, for construction of gravel roads in Posey Township. M. G. Henry, P. K. Cotton, and W. H. Henry, viewers, reported progress, and were given further time to complete their work.

The resignation of Felix Jones as a Constable in Craig Township, was accepted.

In the matter of the petition of Wm. H. H. Turner and others for a change of Highway in Pleasant Township.—George W. McKay, Cyrenius W. Brown, and W. O. Marble presented their report—changing and relocating road, and that it would be of public utility. The Board approved the report. Thomas Thompson remonstrated, and demanded $500 damages if the road ran through his land as located. Henry Hudson Smith also remonstrated, and did not specify any specific damages. The Board appointed George W. McKay, Cyrenius W. Brown, and William O. Marble as reviewers, to view the lands of Thomas Thompson and Henry Hudson Smith, and what damage, if any, will result by reason of road running through their lands, and report next session of Board.

In the matter of the petition of Benj. F. Smith and eighty-seven other freeholders of Jefferson Township, that the following highways be improved by graveling or Meadamizing, and that they be made free of toll: The highway leading from Vevay to Markland; and also all that part of Log Lick and East Enterprise turnpike that lies in Jefferson Township. George W. McKay, was appointed Civil engineer, and C. D. Green and Henry Meyers, viewers, to locate and view the proposed roads, to determine the width of same, make a profile of grade, determine the quality, width and depth of gravel, stone or other material to be used, and make an estimate of the cost of construction, including bridges, culverts, and all other things for the construction thereof. The engineer and viewers will meet at the Court House Monday, March 19th, and report at a meeting of Board May 1st.

In the matter of R. Schoffner and fifty-two other freeholders, for improving by grading, graveling or Mcadamizing, under free gravel road law of the following described road: Beginning where the Plum Creek Road intersects the Vevay and Florence Road at west end of the Plum Creek bridge; thence extending up the creek on the west side thereof, following the old road whenever practicable to the foot of McClintock hill on the land of Catharine Schoffner; thence following said road north to the point where the same intersects the old Allensville, Center Square and Vevay turnpike road, on the line dividing the northeast and southeast quarters of Section 24, township 3, range 3 west. And said road is generally called the Plum Creek road, and its general direction is north and south. The estimated length of said road is five miles. Said road to be relocated where necessary and grade, graveled or Mcadamized and made free of toll. George W. McKay was appointed Civil Engineer, and C. D. Green and Henry Meyers, viewers to view, locate, estimate the cost, etc. To meet at Court House, Monday, March 19th, and report to Board May 1st.

In the matter of Scott Culbertson and sixty other freeholders of Pleasant Township, for the construction of free gravel or Mcadamized road in Pleasant Township; 1st From Shull’s Hill, on Indian Creek to Bennington, and thence to Ripley County line. 2nd From Moorefield to Horton’s Corner. The Board appointed George W. McKay, Civil Engineer, and C. D. Green and Ebenezer Phillip, viewers. They to view, locate and make an estimate cost of building. They will meet in Vevay at the Court House May 9th and report to Board May 1st.

In accordance with order of City Council of Vevay, the Board decided to build a cement or concrete pavement in front of Court House on Main Street.
F. M. Griffith, attorney, submitted a written proposition to the Board to examine the books, papers, and vouchers, and settlements in the various offices of the county, and ascertain whether or not there is due the county any money from the state, or any other source, on account of errors or omissions in settlements, and that if he finds anything due the county, he will collect the same without cost to the county, save his charges, and pay the same into the County Treasury, and for his services charge one-half of all he collects. The Board accepted the above proposition.

COUNTY BUSINESS.

Bridge to be Built—Road Vacated—Superintendent of County Asylum, Secretary Board of Health, and County Attorney, Employed—Taxes Levied—County Revenue Overdrawn—A Difference of $8,345.78 Between Auditor and Commissioners as to Distribution of Funds—Other Business.

The following is a synopsis of the business transacted by County Commissioners C. D. Green, Geo. W. Sanders, and Thomas Montayne, at their September Term:

John D. Brindley was licensed to retail liquors in Vevay.

In the matter of the petition of John Dickason and others for the vacation of highway in Cotton Township. William R. Protsman, William O. Mable and Thomas J. Heady were appointed viewers, to report at this term. Wm. O. Marble and Thomas J. Heady qualified, and reported ought to be vacated, and Board so ordered.

Henry Weales, Jr., was awarded contract for painting Court House, at $312 for the outside work and $174.50 for the inside work or $485 for both. Outside painting to be completed by November, 1893. William M. Patton was appointed Superintendent.

Dr. J. W. Smith was appointed Secretary of the Board of Health to fill the vacancy occasioned by the death of Dr. P. S. Sage.

It was ordered by the Board that the Sheriff not permit games of any kind to be played in Court House yard, nor shall he permit any person or persons to erect or keep any stand for the sale of refreshments, or any other articles.

The Board decided to build a bridge over Moredock’s branch, below Patriot. It will be of iron, one span of 75 feet in length, 14 feet wide, to rest upon iron pipes of 24 inches diameter. Bids will be received Oct. 14th.

Dr. J. H. Shadday tendered his resignation as physician for poor of Jefferson and Craig Townships, which was accepted.

Dr. J. W. Smith was employed as physician for poor of Jefferson Township at $90, and $100 for Craig Township and County Asylum.

The Board contracted with Jasper N. Brindley to take charge of the County Asylum, including farm of 165 acres, for two years from March 7, 1894, he to clothe and feed the inmates for forty dollars each person. The Board is to furnish 1000 bushels of coal yearly.

William Tait, County Treasurer, presented orders redeemed by him for quarter ending August 31, 1893.

George S. Pleasants was reemployed County Attorney.

The County Auditor presented a “Financial Statement,” which we presume is for year ending June 30, 1893. It shows amount on hand June 1892, $443.16; received $15,645.69. Total $16,088.85. Overdrawn, $1949.25. The Road Fund is overdrawn $203.68 and the Special School Fund $200.71. This makes total overdrawn $2,362.64. The balances are redemption of land $9.72 and Agricultural Society $5.00. Total balances $14.72.

The Auditor also presented a “County Revenue Exhibit.”

We copy the following from Commissioners Record of proceedings, Sept. 8:

“And the Board having seen and examined said Financial Statement and County Revenue Exhibit and being fully advised, do approve of both statements, except only as the matter of receipts has been affected in the May, 1893, Distribution of Taxes, by the allowance and payment on said settlement of a demand of the Attorney General for the redistribution of delinquent dog and poll tax; claimed to have been erroneously distributed in former years, and which demand this Board disallowed by order made at the June Term, 1892, appears on page 373, of Commissioners Record ‘K,’ and which judgment of disallowance still stands in full force and effect, no appeal having been taken therefrom.

“Whereas, It appears to the Board of Commissioners that at the March Term, 1892, there was presented to the Board for allowance a demand by A. G. Smith, Attorney General, directed to Joseph E. Hart, Auditor of Switzerland County, Indiana for the payment of delinquent poll and dog tax erroneously distributed for the years 1875 to 1890 inclusive, and which demand reads as follows: [See newspaper.]

“And whereas, The Board after having had said matter under consideration did afterwards, to wit: at the June term, 1892, by its order disallow and refuse to pay said demand, which judgment of disallowance is entered of record in Commissioners Record “K,” page 373.

“And whereas, It appears that afterwards, to wit, on May 1, 1893, said A. G. Smith, Attorney General, made another demand on said Joseph E. Hart, Auditor of Switzerland County, Indiana, to add the amounts of said claims to the credit of the proper funds and recharge same to funds, therefore credited therewith upon the then present semi-annual settlement sheet, and which demand reads as follows: [See newspaper.]

“And whereas, upon the May, 1893 settlement sheet said Joseph E. Hart, as Auditor, did allow and take unto account said demand by correcting or adjusting the settlement sheet, as demanded by said Attorney General.

“And whereas, it appears to the satisfaction of the Board, by clear and sufficient proof that the judgment of disallowance, heretofore referred to, is still in full force and effect, unappealed from and unreversed.

“Therefore, Be it ordered, That the taking of said demand unto account in said settlement shet by said Auditor, and the payment thereof by the Treasurer of said county, is an erroneous and improper payment.

“Be it further ordered, That the Auditor be instructed to certify said [?] proper and erroneous payment of said demand to the Auditor of State by sending him a certified copy of this order, under his seal of office, and that the said County Auditor be further instructed to take credit for said erroneous payment on his next semi-annual settlement sheet.”

COUNTY BUSINESS.

County Commissioners C. D. Green, Geo. W. Sanders, and Thomas Montayne, met Monday, June 5th. The following is a summary of the business transacted:

Joseph D. Froman, county Treasurer elect, filed his bond.

Daniel Lock was appointed a Constable to fill a vacancy in Pleasant Township.

The Township Trustees reported allowances made to poor, as follows, which was ordered paid:

  • Jefferson Township, $100.37
  • Pleasant, $63.75
  • York, $65.24
  • Cotton, (including county orphan children), $120.52
  • Posey, $48.25
  • Craig, $27.39

Licensed to retail liquors: Thomas D. Anderson, John M. Gramar, George P. Fouty, Vevay; John D. Myers, Markland.

Petitions having been filed asking for purchase of Vevay & Moorefield Turnpike Road, and Vevay, Mt. Sterling & Versailles Turnpike Road—each petition being signed by more than fifty free hold taxpayers and voters—last Thursday, 8th, the Board appointed Martin G. Keeney (a civil engineer), W. H. Madison, and confirmed the selection of the two turnpike companies, W. H. Henry, to view and assess the value of the two roads. They were ordered to meet Monday, June 12th, proceed to view and value the roads, and make their reports at a special meeting at the Board next Tuesday, June 20th.

Contracts were made with Physicians to doctor and furnish medicines to the poor, as follows:

  • Jefferson Township, J. H. Shadday, $90.
  • Craig and County Asylum, J. H. Shadday, $100.
  • York, J. M. W. Langsdale, precinct number 1, $20; H. A. Greeleaf, precinct number 2, $36.
  • Posey, James A. Pryor, $40.
  • Cotton, J. W. VanOsdol, $40.
  • Pleasant, R. M. Copeland, first precinct, $30; Scott Culbertson, second precinct, $30.

A report of condition of school funds shows the following amounts in the county treasury and not invested: Congressional school fund, $7,116.21; common school fund, $1038.95.

Peter H. Lostutter having been reelected by Township Trustees County Superintendent, filed his bond of $1000; also his special bond of $1300.

In the matter of petition of Alfred Wade and others for change of highway in Posey Township. Granted permission to dismiss, at cost of petitioners.

William Tait, County Treasurer, reported orders redeemed by him for quarter ending May 31st, amounting to $17,620.41. Also common school warrants, $2,532.50 and congressional school warrants, $592.20—all of which were found correct and approved.

Adjourned last Friday afternoon to meet in special session next Tuesday, June 20th.

The County Commissioners, Cornelius D. Green, George W. Sanders, and Thomas Montayne, met last Tuesday for the purpose of receiving the reports of Martin G. Keeney, William H. Madison, and William H. Henry, appraisers and viewers to assess value of Vevay, Versailles, and Mt. Sterling Turnpike company, and Vevay and Moorefield Turnpike company.

The Directors of above company appeared before the Commissioners and declined to accept the proposition for purchase.

COUNTY BUSINESS.

At the March session of County Commissioners, among other business transacted, was the following:

Settlements were made with Township Trustees.

Dorwin Marshall was granted license to retail liquor in Florence.

In the matter of the petition of Alfred Wade and others, for change of highway in Posey Township, the viewers had made report at December session. Clara and Alonzo Fisk now remonstrate against said change and claim they will be damaged $300. Luther Buck, Charles Dibble and Salem Bradford were appointed to view said change in road and assess damages and report at meeting of Board tomorrow, Friday, March 24th.

A petition was presented by W. W. Lamson and others asking for change of highway at the mouth of Indian Creek, connecting with lower bridge, so as to abandon road along river and place back near hill. Oscar Williamson, W. O. Marble and John A. Danglade were appointed viewers. Mary A. Mennett and others remonstrated against said change of highway and claim $100 damages. The viewers afterwards reported, March 9th, laying out proposed road, running through lands of Henry P. Sauvain, Helen Shaw, Wm. L. Mennett and Mary Mennett, and recommended old road to be vacated. The remonstrators filed claims for damages as follows: Henry P. Sauvain, $300; William L. Mennett, $50; Mary Mennett, $30; Helen Shaw, $35; and asked that the Board appoint reviewers to view said proposed road and assess damages. The Board appointed the following: Barnhart Schoffner, Wm. R. Protsman and Daniel Trafelet, to report to Board tomorrow, Friday, March 24th.

William Tait, Treasurer, presented to the Board county orders redeemed by him for quarter ending Feb. 28, 1893, amounting to $17,309.28. Also Common School warrants redeemed by him amounting to $9,290.94, and also Congressional warrants amounting to $590.01. All compared with registers and found correct.

Board adjourned March 10th to meet tomorrow, Friday, March 24th.

COUNTY BUSINESS.

The County Commissioners held a special session last Friday to transact business in relation to roads.

In the matter of the petition of W. W. Lamson et al, for change and relocation of highway, Barnhart Schoffner, W. R. Protsman and Daniel Trafelet, reviewers, reported, laying out road as petitioned for, and assessed damages as follows: Henry P. Sauvain, $50; W. L. Mennett, $40; Mary Mennett, $25; Helen Shaw, $20. The Board approved and adopted the report. The Trustee of Craig township was ordered to open up said road (from west end of iron bridge near mouth of Indian Creek) and that he vacate former road. (The object being to remove road from river bank back near hill.)

In the matter of the petition of Alfred Wade and others, for change of highway in Posey township, Luther C. Buck, Charles Dibble, Sr.; and Salem Bradford, reviewers, appraised the damages of Clara Fish at $100. Further action deferred until next term.

In the matter of the petition of A. Z. Stewart and others, for bridge over Bryant’s Creek; deferred until next term.

In the matter of the petition for bridge over Moredock’s Branch; bridge ordered built on condition that the people living in Egypt Bottom open up and dedicate to public use a new highway, beginning at a point where the river road strikes Mary Ann Buck’s west line, and ending at a point in the present road between the house on the land of Abbie North and the Ohio river, said new road to run through the lands of Mary Ann Buck, Luther Buck, Harvey W. Scranton, Cornelius Humphrey, Clara H. North and Abbie North, and the matter is continued until said highway shall have been opened.

COUNTY BUSINESS.

The County Commissioners—Cornelius D. Green, Geo. W. Sanders and Thomas Montanye (who succeeds William O. Marble, whose term expired)—met Monday, Dec. 5, and adjourned last Friday, 9th.

Among other business transacted by them was the following:

George Clendening was ordered to purchase lumber and repair floor of bridge at Markland.

License to retail liquor was granted to the following persons: Frank Scott, Francis M. Graham, John E. Hudson, Patriot; Benjamin W. Simmons, Vevay.

The Auditor presented a list of taxes refunded to taxpayers in Switzerland county from June 1, 1852 to June 1, 1892, amounting to $2,681.74. The county has received by credits in the various semi annual sheets, from May, 1854, to Dec., 1892 $1,561.41. Leaving a balance of $1,120.33. It was therefore ordered by the Board that said sum of $1,120.33 be entered as a credit in the settlement sheet of 1892.

Amount paid for special Judges from year 1870 to December settlement, 1891, $1,105.00. The State has refunded to county off this amount, from 1870 to December settlement, 1891, $970—leaving the State indebted to the county $135, which amount was ordered deducted from December settlement, 1892.

The above, in regard to refunded taxes and amounts paid special Judges was developed from investigations made by Fleeter & Hunter, which the Auditor compiled and presented to the Board. It only affects accounts with the State and adjustments of county books to correspond.

In the matter of petition of Alfred M. Wade et al for highway in Posey Township, James T. Bodkin, Ephraim Williamson and David Nave were appointed viewers, Dec. 7th to Dec. 9th. The viewers reported the road would be of public utility. Alonzo and Clara Fish filed a remonstrance and the matter was continued until next term.

Benjamin McHenry was appointed to the tree scholarship at Purdue University.

Dr. P. S. Sage was appointed by the Board Secretary of the County Board of Health for the term of one year at $75 per year.
