Pepper, Thomas Armstrong, and David McCoy were believed to be commissioners who surveyed, marked, and established road – Deponent has no recollection of seeing more than Abel C. Pepper and Thomas Armstrong engaged in the work – record of road lost in 1826 fire. Board orders road opened.
