Switzerland County Commissioners – Adjourned Sep 1883

County Business.

The County Commissioners—Robert Scott, Luther Buck, and Wm. Brindley—held an adjourned term last Saturday.

It was decided to suspend the reward for hawk and owl scalps after Oct. 1st.

The Auditor was ordered to send bill to Union county, for taking Wycoff to Union county poor farm, he having been found in this county and ordered sent back.

Lemuel Bledsoe reported on painting Court House that he though the best way was to hire a competent man to do the work. It was ordered that he be continued to superintend the work, and that he be authorized to have the painting done.

Court.

Judge Allison arrived Monday night and opened Court. He tried to get here sooner, but owing to low water the boats are necessarily irregular, and he took the first boat coming up.

The Grand Jury convened on Tuesday.

The Petit Jury will meet next Tuesday.

Hon. C. A. Walker, of Madison, was in court Tuesday, returning home yesterday morning.

Hon. S. H. Stewart and Maj. J. S. Jelly, of Rising Sun, appeared in court yesterday. Hon. A. C. Downey also arrived this morning.

John T. Ellis, from Knox county, Mo., who has located in Vevay, is attending court. A very pleasant young gentleman, a lawyer, of ability, he is making a favorable impression and adding new friends.

The Higham-Harris case, a civil suit to decide who should pay for some real estate growing out of Longsworth—Krutz transactions, has been set for Monday, October 8th.

Eugene Hay, Prosecuting Attorney, arrived last night.

Court is in good working order, and business is being disposed of rapidly.

Switzerland County Commissioners – Sep 1883

County Commissioners’ Court.

A large amount of business was transacted by the County Commissioners, which we summarize.

Wm. Brindley, Commissioner for the 1st District, was qualified—vice Julius Muret—term of office expired. The Commissioner from the 2nd District is Luther Buck; 3d District, Robt. Scott.

Jacob Bruner, Wm. Rowin, and Joshua M. Scranton, Patriot, were granted licenses to retail liquors.

John M. Crandell and William Culbertson, viewers appointed to assess damages to Mrs. Mary A. Menneit, by change of road, recommended she be allowed $15. Report approved.

Wm. C. Robinson, County Treasurer, reported that during last quarter he redeemed orders amounting to $9.355.93. Compared with Auditor’s record, found correct, and cancelled.

John W. Bascom was exempt from poll tax, until further orders.

Phillip C. Holland, Auditor elect, filed his bond for $5,000, which was approved.

County Bonds were issued—Nos. 31 to 35, inclusive, $1,000 each, and Nos. 36 and 37, inclusive, for $500 each. They are payable at the pleasure of the county any time within one year, and bear 5 per cent interest. The bonds were delivered to the Treasurer, with orders to sell them when money is needed.

It is ordered that prisoners over 18 years of age, who have been convicted of crimes and sentenced to imprisonment in the county jail, to be worked on wharves or streets of Vevay, under the direction and supervision of the proper city authorities of Vevay—provided the county shall be under no expense for guarding prisoners, and that the city of Vevay pay 40 cts. per day for board of each prisoner so working. In other words, that the city can procure convict labor for 40 cts. per day.

Nathan Matthews petitioned for change of road between Jefferson and Switzerland counties. The matter had previously been presented to the Commissioners of Jefferson county, who appointed James K. Reed, of Jefferson county, viewer. The Commissioners of Switzerland county appointed Sylvester Morrison, viewer. Messrs. Reed and Morrison will meet at Manville, Jefferson county, on the first of November.

In the matter of the petition of Marshall B. Hyde and others to vacate highway. Henry Dibble, Erastus Ford, and Wm. H. Scott, viewers previously appointed, were ordered to meet on November 1st, view the road, and report at December term of Court.

The fill at Hog Run was examined and approved, and the work received from the contractor, John L. Burns.

Henry S. Pate was awarded the contract to build abutments for and wooden bridge over Wade’s Run. Stone work $3.50 per yard; wooden bridge $75.

Wm. Brindley was appointed to superintend the construction of a building to be used as a wash house, at Poor Farm.

R. T. F. Abbett, Clerk, presented his bond for $10,000. Approved.

Stephen J. Searcy and others petitioned for change of highway in Posey Township. Wm. H. Vawter filed a remonstrance against granting said petition. The petition was finally withdrawn.

The Sheriff was ordered to close and lock Court House door each day at 6:30 p.m., unless it shall be necessary to keep the house open to a late hour when Court is in session, in which event he is to close and lock the door after Court adjourns—to remain locked from 6:30 p.m. Saturday until Monday morning.

Lemuel Bledsoe was appointed superintendent of painting of the Court House, and that he report to this Board Sept. 22d, 1883, the result of his investigation in regard to the best kind of material to be used, and the best plan for having the work performed.

The petition of A. E. Merit and others, for a bridge over Bodkin’s Run, in Posey Township, was laid over until next session.

Report of School Officers—Roads and Bridges.

The County Commissioners met last Monday for the purpose of receiving reports of school officers, (Township Trustees and Treasurers of Vevay and Patriot Boards of School Trustees).

In the matter of the petition of a bridge in Pleasant Township, near Noah Ritenour’s, over Indian Creek—the viewers, James Culberson, Perry K. Cotton, and Jefferson Smith, reported the proposed bridge as not of public utility. The report was approved and the viewers discharged.

In the matter of repairing the bridge over Wade’s Hill, in Posey Township—James Morrison, Abner Gates and B. J. Wiley, viewers, reported the bridge of public utility, in bad condition, and recommended that it repaired. Estimated cost, $200.00. Report approved and viewers discharged.

Thomas Gordon was awarded the contract to repair the flooring on Hunt’s Creek bridge, for $100.

James Curry was awarded the contract to take care of paupers at Poor Farm, at $70.00 each pauper. To furnish food, clothing and tobacco.

M. G. Keeney was appointed to make a survey, plans, and specifications for foundation, abutments, and superstructure for a wooden bridge to be built at Wade’s Run, in Posey.

Several bills were allowed.

The Commissioners adjourned last Tuesday evening.

County Commissioners Court.

Julius N. E. Muret, Luther Buck, and Robert Scott, County Commissioners, commenced a term of County Court Monday, June 4th, adjourning last Friday. Among other business transacted was the following: Kansas Hollcroft, John E. Fallis, Thomas Delaney, James S. Girard, and James H. Plew, Henry M. Fallis, Vevay; J. P. Krutz, Florence; were granted licenses to retail liquors.

James W. Love, Trustee of Posey Township, notified the Board that the bridge over Wade’s Run, in Posey Township, was in a dilapidated and dangerous condition. James Morrison, Abner Gates, and Ben L. Wiley, were appointed to examine said bridge, to meet at the office of J. W. Shirey, Esq., in Patriot June 14.

M. B. Hyde and others, through their attorney, Theo Livings, petitioned for a vacation of road in Cotton Township. Henry Dibble, Erastus Ford and Wm. Scott were appointed viewers; to meet at the house of Harvey Littlefield, Esq., July 7th, and report to the County Commissioners on the first Monday in August.

In the matter of the petition of John J. McCreary for damages on account of removing road on his farm, in York Township; John P. Stewart and Benjamin L. Wiley, viewers appointed by the Board at the March term, reported the damages of McCreary at $5. The report was approved.

Wm. C. Robinson, Treasurer, presented his bond for $75,000, as County Treasurer, for two years from September 1, 1883.

The following were appointed Physicians for poor persons, for one year from June 15, 1883:

  • Pleasant Township—Dr. R. G. Simpson, $34.00.
  • York Township—Dr. Geo. W. Hewitt, $33.00.
  • Posey Township—Dr. E. M. Cheever, $60.00.
  • Cotton Township—Drs. J. M. and C. L. Vanosdol, $30.00
  • Craig Township—Dr. S. Culbertson, $45.00
  • Jefferson Township—Dr. G. W. Hewitt, $75.00.

F. B. Cunningham, Trustee of Pleasant Township, petitioned the Board to appropriate $100.00 for the erection of a bridge over a branch of Indian Creek, on the highway running from Noah Rittenour’s Corner to Allensville. The span should be 20 feet high and 6 feet from creek bed. P. K. Cotton, Jefferson Smith, and James Culbertson, were appointed viewers.

In regard to the proposition to employ a matron for pauper children, the Board decided to take no action in the matter at present.

It was ordered that the Road Superintendents be paid out of Township funds, and that the Auditor draw orders on Township Trustees for amounts due said Superintendents.

In the matter of Mary A. Mennet and others, claim of $50 for a strip of land 160 feet long and 8 feet wide, on the river bank, between the mouth of Indian Creek and Mennet’s dwelling, given for a road,–it was ordered by the Board that the claimants be offered $20, and if not accepted that viewers be appointed at next meeting, first Monday in August. Mrs. Mennet, and others through their attorney, refused to accept the proffered $20, and the Board appointed as viewers to assess damages: Wm. Culbertson and John M. Crandell, to meet at the office of James Brown, Jr., Saturday, June 23d.

The Board levied taxes for 1883. [See newspaper for details.]

It was ordered that the County Superintendent’s office be located in the office now occupied by the Sheriff, and the Sheriff occupy the office now used by Carter & Tandy—they to vacate it.
