State vs. James Spencer; burglary. Plea of guilty. Sentence withheld for present, Spencer already being sentenced for two years on another charge.

The Grand Jury was impanelled last Saturday, and adjourned last Monday, finding two indictments.

Minnie VanHouten vs. Theodore Bonnell and Alfred Moredock; on note. Judgment for $420.48.

William H. Morrielin vs. Anthony H. Morrielin; on note. Judgment for $141.35.

Eliza Adkinson vs. James R. T. Rayl; possession of real estate. Judgment of possession for plaintiff.

State vs. James Cole; assault and battery with intent to kill. The jury found the defendant guilty of assault and battery only, and fined him $35.

Switzerland County, Indiana, Commissioners’ proceedings appeared in:

COUNTY BUSINESS.

County Commissioners, William H. Scott, John F. Houze and David Armstrong, met Monday, Sept. 5th, and adjourned Thursday evening, Sept. 8th. Among the business transacted was the following:

Claim of Sanford R. Wilson for damages sustained by change of highway. Eliakim Stoops, John P. White and Samuel Brown, reviewers, reported $95 damages. Report approved.

Alexander Tague was exempted from poll and road tax.

Ira M. Taylor, Benjamin Simmons, Vevay; Philip Bittel, Florence, were granted license to retail intoxicating liquors.

Petition of Frank W. Cole and others for change of highway in Pleasant township. Benjamin F. Rogers, Josiah Orem and George W. McKay, viewers, reported that said change of highway would not be of public utility. Case dismissed at the cost of petitioners.

Petition of James H. Merit and others for change of highway in Posey township. Benjamin McIntire filed his remonstrance to said change of highway. Joel D. Davis and Jacob Baker appointed viewers, to report forthwith. They reported the damage of McIntire at $130, which report was approved by the Board and road ordered opened.

Petition of James Culbertson and others, for change of highway. David N. Hayden and Benjamin F. Heady, reviewers, reported said change of highway would damage Van S. Brandon, the remonstrant, $225. The Board accepted the report; but refused to appropriate $225 for damages, and ordered that if petitioners themselves pay the amount within thirty days then the road will be ordered changed and opened.

The stone culvert over Crooked Creek was reported completed in compliance with contract, and was received from Henry S. Pate, the contractor, and he allowed $311.35 for the work.
Sylvester H. Morrison was relieved from the payment of $103.75 erroneous taxes.

C. G. Adams, County Treasurer, presented to Board bonds Nos. 20, 21, 22, 23, 24, 25, 26, 28, 29 and 30, of $500 each, in all $5,000, which he had redeemed. Found correct, bonds cancelled and filed.

C. G. Adams, County Treasurer, presented orders redeemed by him for quarter ending August 31, 1887, amounting to $11,643.72. Compared with Auditor’s record and found correct.

The following county bonds issued for five years, but endorsed payable at any time at the option of Board of County Commissioners of said County, were signed by the Board and Auditor and handed to Charles G. Adams, Treasurer, to wit: Nos. 47, 48, 49, 50 of $500 each, with interest at 5 percent, payable annually.

COUNTY BUSINESS.
The County Commissioners and Board of Equalization.

Henry Roberts and Thomas Delaney, Vevay; George Scott, Florence; John D. Myers, Markland; were granted licenses to retail liquors.

In the matter of Harvey Jack and Kate Jack, Luther C. Buck and Morgan Carver, viewers, reported that Harvey Jack was entitled to $100 and Kate Jack $75—which report was approved.

While in session as a Board of Equalization of Taxes (in connection with gentlemen appointed by Judge Friedly) $22,000 Kansas land mortgages was added to taxable of Julius N. E. Muret. James Ferguson was assessed with $2,400 additional; John W. Howard, $2,500 in greenbacks in Bank added to his taxables; Flemming Cousins, $445 in greenbacks in bank added to his taxable; David Lee, Administrator of the Estate of Samuel Blodget, ten $1,000 notes, due in 16 years, given by David P. Blodget, assessed at $5,000; John L. Thiebaud, guardian of Harriet E. Hull, assessed with $3,811.33.

Township Trustees presented reports which were approved.

Township Assessors filed their assessment reports.

The town of Moorefield was officially declared legally organized.

Charles G.  Adams, County Treasurer, presented orders redeemed by him for quarter ending May 31, 1887, amounting to $23,962.13, which was found correct and ordered cancelled.

In the matter of the petition of James Culbertson and others for change of highway in Pleasant Township, Van S. Brandon objected to previous report of viewers. D. N. Hayden, Francis R. Dufour and Benjamin F. Heady were appointed re-viewers, to meet on first Monday of August at the residence of George H. Manford.

In the matter of petition of James H. Merit and others for change of highway in Posey Township, Jacob Baker, Joel Davis and Henry Dibble were appointed viewers, to meet at shop of J. M. Long, Quercus Grove, Ind., June 25th.

Contracts for pauper practice were made with physicians as follows:

  • Posey—Dr. E. M. Cheever, $75.
  • Cotton—Drs. J. W. & C. L. VanOsdol, $49.

The contract with Enoch S. Adams, for keeping Poor Farm, was renewed for two years from March 7, 1888, to March 7, 1890.

Charles G. Adams, County Treasurer, filed his bond for $75,000 for term of two years beginning Sept. 1, 1887. Bond approved.

Charles G. Adams, County Treasurer, presented bonds Nos. 17, 18 and 19, dated August 7, 1882, for $500 each, amounting to $1,500, which he paid June 3, 1887. The bonds were cancelled by Board and filed.

In the matter of Sanford R. Wilson, for damages by change of highway—Eliakim Stoops, John P. White and Samuel Brown, appointed viewers, to meet on said lands June 25th.

A tax of 1 percent in aid of Louisville, Cincinnati and Dayton Railway Co., was ordered placed on tax duplicates of Craig, Jefferson, York and Posey townships.

P. C. Holland, County Auditor, made his annual report, which was approved.

In the matter of petition of Frank W. Cole and others for change of highway in Pleasant Township—Benjamin F. Rogers, Joseph Orem and Geo. W. McKay, appointed viewers, to meet at the house of Francis W. Cole, August 6th.

Henry S. Pate contracted for masonry on the arched stone culvert over Crooked Run, Posey Township, at $3.30 per cubic yard. To be completed by the 1st day of September.

The rate of taxation was levied for 1887. [See newspaper.]

The following Inspectors of Elections were appointed:

  • Jefferson Township—Precinct No. 1, voting at Court House, James P. Orem; No. 2, voting at LeClerc House, Samuel Stucy.
  • York Township—Precinct No. 1, voting at Florence, Andrew Givan.
  • Posey Township—Precinct No. 2, voting at Davis’ Corner, Jacob Baker.
  • Cotton Township—Precinct No. 2, voting at Fairview, George W. Mendell.
  • Pleasant Township—Precinct No. 2, voting at Moorefield, William Culbertson.
  • Craig Township—Precinct No. 2, voting at John F. Cotton’s, Peter V. Ramseyer.

(Wm. H. Scott asked that each Commissioner be allowed to name election inspectors in his own district, in accordance with previous custom. Armstrong and Houze named every inspector, Mr. Scott not being permitted one. For the first time every inspector appointed is of one political party, and all are Democrats.)

The Board adjourned last Tuesday evening.

(The following was presented by W. H. Scott, but Commissioners John F. Houze and David Armstrong refused to recognize it or take any action in regard to it. Mr. Scott then requested it be placed on the record, but this was also refused: “Moved by William H. Scott, Commissioner, that the Auditor be instructed to make out and present a bill for boarding and caring for John Corns, an insane patient, now in the County Infirmary, from the time he was taken there up to the present time, and present it to David Armstrong, his guardian, and if payment of the bill is refused that he place the same in the hands of the County Attorney, with instructions to present the same at the next term of the Circuit Court and prosecute to collection.)

Switzerland County Commissioners – Mar 1887

Switzerland County, Indiana, Commissioners’ proceedings appeared in:

County Commissioners, William H. Scott, John F. Houze and David Armstrong, met in regular session Monday, March 7th, and adjourned Friday, March 11th. The following is a summary of the business transacted:

Township Trustees, Jacob S. Shadday, Jefferson; Lemuel H. Emerson, Posey; O. A. Potter, Cotton; Joseph D. Froman, York; Lyman B. Slawson, Pleasant; William Tait, Craig—presented their annual reports—which were approved.

A petition was presented for the incorporation of Moorefield. Election ordered for Saturday, April 2, 1887. Ballots to have the work “Yes,” or the word “No,” printed or written. A census of proposed town shows 22 men, 37 women, 22 boys and 21 girls. Total 102.

David N. Hayden, County Auditor elect, filed his official bond for $5,000, which was approved.

David B. Lee, County Clerk elect, filed his bond for $10,000, which was approved.

In the matter of Albert Bakes and others for vacation of highway.—Wm. R. Protsman, Lawrence Welsh and Henry K. Knox, viewers appointed at December term 1886, reported in favor of vacating said road. Report approved and road vacated.

In the matter of the petition of James Culbertson and others for a change in a highway in Pleasant Township, the order to open which was made on the 7th of December, 1886. Petition filed Jan. 3, 1887, by J. B. McCrellis, attorney for petition. After hearing testimony of witnesses, the Board appointed the following viewers: George W. McKay, Perry K. Cotton and Edward Shull—to meet at the house of George K. Manford on April 14th, 1887.

It was ordered that all petitioned for location, change or vacation, or record of highways, and all applications for license to retail liquors—shall be filed in the Auditor’s office, there to remain, at least ten days previous to the first day of any regular session of the Board.

Joseph Thaman, Sr., Vevay, was granted license to retail liquor.

Harvey Jack, of Posey Township, filed a claim for $100, for road being moved back on his farm, (on account of caving away bank during high water.) Also $60 for his wife for same cause. Morgan Carver and Luther Buck were appointed to assess damages.

William R. Johnston was employed County Auditor for another year, at a salary of $100.

Charles G. Adams, County Treasurer, presented county orders redeemed during quarter ending Feb. 28th, 1887, amounting to $13,895.12—found correct.

James F. Simpson was employed to take care of Court House yard at $15 per year.
